The One Piece Marines are the same people who destroyed several ships full of civilians and refugees just on the off chance a criminal was onboard one of the boats.

They believe in Absolute Justice, where any crime is a sin against the divinity if the World Nobles and must be severely punished.

Hell, their current leader in the series timeline ordered his own men to be killed at one point because they were understandably reluctant to run into battle against the strongest man in the world who can create tsunamis and potentially destroy the world around full power.

There are good and reasonable people among them, like Coby and Smoker, but the rules they are placed under encourage disproportionate action against anybody seen as dangerous to the order of the world and the government.
