This is true. But the Commodore gave his command out of outright ignorance of what the outcome might be. He was expecting a nice clean neck snap.
I can understand your hesitation... in some ways, backsliding goes against the very principles of stories spun in the Weedverse...
However, especially with someone like Dim, these faltering steps are all part of the journey. Though I wonder, would you have been able to bring yourself to write this without already exposing your audience to Dim's ultimate fate in other stories you've told?

Hm given the description of the state of the captain when he was shot, I think that it was a completely useless gesture for the stated reason, the captain was well past dead and feeling [brain matter spurting from below the horn?].
As a way to give Munro experience in what it feels to kill it surely worked.

Oh Hwaeg Mam Coventina, the chokes, not just the bends, one small bubble feels like hell, but he says he converted a large quantity. That does not bear thinking about, just owowowowowowowowowow.
On a personal level I didn't see this as backsliding, because I don't see Dim as moving forward so much as stretching forward. He's still got his hooves firmly planted in his sadistic and darker nature, even if he's finally able to turn his head towards more pleasant things, and a healthier future for himself and his friends - which I fully expect him to retain a hoof in said nature even once that future's come. Granted, that is just the way I took his growing progress.
If he lost hold of that altogether I'm not sure I could recognize him as Dim anymore.
As for Eerie using him, that's not so terrible in this instance. Good cop, bad cop is one of most basic of political and pragmatic maneuverings. The only problem I'd have here is that she seemingly contemptuously disparaged Equestria for making use of their war talent to protect the nation, and then immediately does the same thing with Dim. She could have put forth the previous information in a more neutral and understanding light if she was going to make use of Dim's inherent skill, demeanor, and reputation moments later.

I don’t know. This was done for the terror effect on the others rather than as a punishment to a single individual. Dead is dead. A few minutes of agony and done. Besides snapping necks probably gets boring.

I actually that it was kinda tame for Dim. Burning would have been worst, in my opinion. It shocking to the outside viewer, and probably really uncomfortable as death goes but had only a second or two of actual pain.

Burning is hardly the worst way to go. It hurts make no mistake, but it destroys your nerves, it ruins you. Drowning, is far worse. The bends, are far worse.
Dsmn that was fuckec up even for dim to make some9ne suffer so badly. Still loving this series. Also i think Eerie got a little more than she bargained with dim
