Additional alicorns would be counter-productive to her plans, because the more powerfull beings there are the bigger chance one of them would rebel against her. Having just one additional Alicorn is already a risk but Celestia apparently is not 100% sure she can defeat Nightmare Moon on her own.
Celestial would unlikely want more Alicorns because it will disrupt the balance of power if Luna ever comes back.
I wish you could emphasize which one is speaking cause sometimes its hard to keep track. Cadence would surely be treated as a dignitary or a princess because being the first concubine makes you kind of an Alpha. Chief concubine or something.

Reading this story is ready fun but it sacrifices much of the world building and foreshadowing movements for quantity of updates. It's an understandable approach but leaves the story's world blank and the only time a concrete image appear is when Solus describes them and with rampant emotions that's pretty hard. This story has so much potential but kept at bare minimum. We could maybe wait a bit more for chapters with more show than tell because the plot of this story is gorgeous.

As an alicorn, let's assume that Celestia is genetically strong with few (if any) dangerous traits such as porphyria, hemophilia, and mandibular prognathism that plagued various royal families in Europe. She's basically the pinnacle of physical perfection of ponykind, so she has few if any negative traits to pass on.
Given that we have seen no evidence of any physical deformities (or mental as of yet), I think it's pretty safe to say that while that's messed up, the genetic problems that inbreeding can cause might not be present in Solus because of the genetic strength of Celestia, from whom almost all of his genetic material is derived.

Evil/good is subjective, and cooperation and harmony while all well and good rarely tend to pop up in reality through altruism. I've been understanding of your character's outlook because I considered it a proper characterization of what someone from a modern western cultures views on slavery would be in this setting. But it kills it for me when you spell out that the earth ponies pretty much held the food supply hostage and he doesn't take that into consideration. What do you think honestly would happen right now if all the farmers in America/Canada refused to grow crops and we couldn't get our food from elsewhere? If your answer is the government would force them or someone else to grow it then you've stumbled on how subjective good/evil can be. Who cares if force is destructive when not using it spells death for millions and doom for society? And they won't cooperate with you again? No big deal, they forced your hand in the first place might as well keep applying that stick if they won't switch out for the carrot. Good/evil is a nuance spelled out by societal norms, and when those norms change so does the definition of those two terms. Please for the love of god don't make this another character who only sees the world in black and white. Please don't.

Ya know I was originally thinking that the inbreeding would result in bad defects from genetics, but InGoodFaith brings up a pretty good point here. Sometimes inbreeding does produce benefits, although insanely rare. There's this one isolated village in Italy of about 400 people that are all in one way or another related to each other. On top of that, time and culture is no excuse to justify morally abhorring practices. Slavery is bad, no matter where or when. If anything, in my story, the earth ponies were already providing food and services to the rest of Equestria.
