So, here's the 64,000 bit question folks: How do you redeem a soul who doesn't WANT to be redeemed?
This Twilight would be screwed if she tried to redeem the Spectre (aka, mister "Disproportionate Retribution", a being who's entire shtick is vengeance), or worst- The Joker (mister "One Bad Day is all it takes", and is completely unpredictable). God help her if she ever has to deal with Lobo or Ultron
She could probably reign in Deadpool by promising him Chimichangas or something if he doesn't kill anyone. And more than likely, she AND Pinkie could reign in Goku or even Vegeta with Food (Saiya-jin/Saiyans are mostly ruled by their stomachs and/or desire to fight. Usually, food/hunger will win out over the desire to fight. Not even Vegeta is immune to food bribes).

7772480 Yeah, but that's because Venom's eyes aren't exposed. The Penance Stare can be blocked by that sort of thing, being unable to focus on the eyes(it failed on a multi-eyed character once)
7772510 That has no bearing on whether the Penance Stare hurts you or not. It would in fact be incredibly stupid if the Penance Stare only worked on people who regret it because then it wouldn't work on hardcore villains, and it does. Ghost Rider once took a trip to a prison full of rapists and serial killers and then blasted them with the Penance Stare, it still did work nonetheless. Regret has nothing to do with it except for that one time with Frank because damn if Frank doesn't get plot armor because he's a joke around people with actual powers.
You know with that collar twilight isn't acting all that different from those villains who use force to make others see their path as the true and only path. I can't even think of a villain at the moment who would do this, let alone a "national hero" such as twilight. At this rate she is almost as bad as I dunno Darth Vader or the emperor something along those Lines. She's trying to use fear and pain to get her way.

Yeah but in the case of Tommy it was pure mind control and same with mumm-ra. This is negative reinforcement or even abuse of power. Simply because Twilight doesn't think Frank is right to do this. It is worse than putting a shock collar on a dog because at least a dog isn't sapient. Also it is going to shock him based on thoughts alone. That's much worse, he can't even think about it without essentially being electrocuted to near death. If your throat is melting/burning because of electricity... your dead. Period. I'm amazed Frank is even standing at those types of voltages. That's so powerful it would override the brains natural impulses and cause the body to spasm. Violently. His muscles would be spasming so hard that they would be breaking bones. His heart should have stopped and his brain melted. 7773743 I'm not contradicting myself I know that is exactly what they are. But while in this Fanfic the Characterization is of a Celestia and Luna that live in a world that is really just Candy Land. In some other Fic or even my own, Celestia and Luna created peace out of a time of Strife and War. In other Fics Equestria is made less fluffy than the show, and Equestrias prosperity is demonstrated to have come at a price.
But in the end Yes. That is what the Equestirans are. They are Overgrown Spoiled Children. Which is why in my own writings I had to fix that.

I think that since this is a spell Twilight would usually never use she doesn't really understand how much it hurts and how much damage its actually doing, especially with how little Frank is reacting to it. I hope there is a scene later of her getting a sample of the spell herself later and being ""this is what I was doing to him?"
Also I'm surprised she hasn't tried the infamous "Reformation spell" on Frank.

Actually it's more like Potemkin Candy Land. They've got a secret prison crammed with dangerous criminals. More than one, even. Heck, they have criminals, period. That kind of rules Equestria out as being a genuine Candy Land. If it were really all that pure and innocent, Frank would have trouble finding anyone that needs killing even by his standards.
But no, actually it's a crapsack world behind it's facade of sugary sweetness. The citizens are blind and helpless and the leaders value superficial purity over the lives of their subjects. Twilight resorted to threats and shock therapy (!) pretty damn quick when Frank didn't act the way she wanted. And notice how quick her friends were to deny him even a shred of empathy. They're horrified, but nobody goes, "Oh my gosh! What could have happened to this poor man to make him like this?" which would be the expected reaction from a group of people who live in a world where everyone is inherently good.
I love this story so much. This guy always has such amazing stories, but this is by far the best I've read.

7774320 I know that, Equestria is not a "Sugar Bowl", but the ponies and the Princesses are behaving like it is. Realistically speaking people living in a Utopia would be terrible and arrogant if they knew of other countries outside their borders that are hellholes, probably blaming the very members of that society for their misery.
Good people are born from struggle, and an innate desire to improve.
A happy world is a spoiled world, and a spoiled world is a rotting one.

In the end that is the reason why I tend to write Equestria as if Switzerland, Canada, and The United States have been fused together. Because I can accept that Equestria has an Armed Neutrality stance on foreign conflict, and I can accept that they mostly rely on ECONOMIC aggressiveness to maintain their prosperity.
Meaning that Equestria would have to be wealthy, insanely wealthy. They would essentially deal with most threats and potential enemies by bribing, or buying them out.
Equestrian's in my writings are basically aware of the cruelties, and injustices of a world without Princess Celestia and are thankful that Celestia watches over them. Because without her, Equestria would be WORSE than the Marvel universe by a mile.
So it strikes me as odd, that Celestia and Luna who lived through the Middle Ages would be so dismissive of Frank when they should get that Twilight can't handle a traumatized war veteran with nothing but wrath and hatred left in his now hollow heart. Twilight isn't a sage or a psychologist, that is beyond her dept.
It's almost as if the ponies have no idea what a Psychiatrist, a Psychologist, or even a priest is! Because Frank maybe too far gone now for any of that, but before, when he first lost his family? That is exactly what he needed. The world failed him, and the world is paying for it.

Starlight's rule over that town was ended by the ponies who lived there. It's not as though Twilight came in with a bunch of guards and dragged Starlight away in a cage whilst the townsponies wailed in despair. The place was a social powder keg and Twilight & co. just happened to be the spark that set it off.
The real problem here isn't that Twilight is behaving in an extreme way, it's that everyone else is okay with it. It's understandable (though still wrong) to get personally wrapped up in something beyond the point of reason. But nobody else has that excuse. Celestia should've seen from the get go that Twilight was getting obsessed and cut her off from Frank. Twilight's friends should see what she's doing and question her methods. Twilight would more than likely back down if someone would actually bother to challenge her.
