I've seen Power Ranger episodes that aren't as cheesy as this.
To be completely honest, this story needs help. The concept is kind of good, but it feels rather rushed and the villain really isn't that interesting or sympathetic. She's basically just a more evil version of Lightning Dust. You seriously could have just made her Lightning Dust and it wouldn't really have changed a thing. And her acceptance of her defeat was also pretty mild compared to how over the top and egotistical she was before.
