It certainly does call for a sequel or to be the first chapter in something longer.
Carrot Top getting her cart stolen felt a bit out of place, she mentioned low crime and somepony grabbing the whole thing seemed wrong, maybe grabbing a bag of carrots but not the whole thing. Also I wonder who could be hanging around Fluttershy's place? It might make more sense for some of her animals (Angel!) to have stolen some of the food.
