I've currently hit a point in the story where I need to hold chapters back, just in case I need to redo earlier chapters to make writing later chapters easier. It's the threads! In retrospect, the entire story would have been easier if I'd had two investigations—one on either side of the border—that were actually two-sides of the same coin. But it's too late for that now; the plot is in place.
