Humans. Over the last few years, they've been appearing in Equestria. Virtually all of them believe they're the first ones to make it there. And they try to move in, take over, and worse. Sometimes much worse. Even the peaceful ones can do damage by accident and there's no way to tell what could happen long-term. Equestria is for ponies and has to stay that way -- and so the Princesses have created the Canterlot Deportation Agency. The CDA exists to send humans back where they came from. Every time. As peacefully as possible, with a minimum of injuries -- unless things go wrong. And things do go wrong.

Petty Power fully understands the responsibility of being a luggage inspector: he's there to make sure nopony brings anything onto the zeppelin which could interfere with Profit. First you're born, and then you're recorded in triplicate. The end of labor is the start of a very long paper trail, because nopony can exist without being documented. Sending copies of a new foal's documents to the Herdbook Registry is perfectly normal. And of course, in order to make sure there's nothing strange going on, that paperwork gets reviewed. Which is done by bureaucrats who establish absolute control inside their office while having no idea of what's happening in the actual world. So as far as they're concerned, the forms associated with somepony named 'Flurry Heart'...

Don't tell them. It's funnier if they find out on their own.
