On the pony side:
I'm curious to see where you're taking this, but I'm a little put off by this Equestria to begin with. I understand Twilight's obsession, makes sense. Shining... eh. Okay. Makes sense I suppose.
But why isn't Twilight Celestia's student? Why is Luna there?
The lack of familiarity with the Equestria we know is kind of difficult to understand. Why is the MC Twilight, when what I'm seeing is apparently a regular unicorn with a brother at the Guard? Essentially my point is that I don't see anything that makes Twilight be Twilight.
On Digi-side
This bring me flashes of the very first Digimon Movie, but feels a bit more like Digimon Fusion. This not necessarily a bad thing just an impression. There's not much to say about that since we don't really know anything about the Digital World you're sending it to, or if it will have familiar faces at this stage.
So... I feel like you have a basic start, but you need to land the ponies better.

Here are a few answers to your questions:
Not the same Equestria- A brand new version that will not be explained until season 2 because much like Digimon Adventure, this will take place solely in the Digital World. As for my inspiration, it is based on parts of Adventure, Frontier, and Season 2 of Adventure. However, I have redesigned the various digievolution methods, specifically Champions, and Ultimates. And the story is my own design as well
As for what makes Twilight, Twilight...you'll just have to wait and see, but this isn't Twilight as you know her because of what she witnessed. That is why she is not Celestia's student. You see, she's so obsessed with the Digital World that all Ponies see her as insane. Her cutie mark is literally the crest of friendship after all, just as her brother has the crest of courage. This is written in Anime-Esque style details, with Digimon's quirks thrown in. You are going to have to wait for future episodes to piece it all together.

Will Shining get goggles like Tai, Davis, Takato, Mikey, and Takuya? Cause it is tradition in the Digimon anime to have main heroes wearing goggles. Hopefully we get to see more Digidestined and our heroes reach the powerful Mega Level.

I got a feeling Onmimon will be the ace in the hole since WarGreymon and MetalGarurumon DNA-Digivolve into the royal knight leader then achieve Merciful Mode to beat that bad guy!
