Actually, and I rarely say this about Toollight, she might just be right. Yes diamond dogs don't have any Equastrian magic. But the Warp and its deziens have absolutely no problem - an in fact revel in - giving such power to mortals (ex. Logar). Especially as part of a bargain for somethng the want. Like three new souls to torment. Another possible candidate would be the Storm King, especially if he's also been drinking the Tzeech koolaid.

In which case this is a textbook example of why the Imperium shows no mercy to its enemies. There is a history, stretching back to the Dark Age of Technology, of humanity showing mercy to a foe only for said foe to stab them in the back at a later date. Hence the change in policy - can't be stabbed in the back by a defeated enemy if you've killed him and his entire species after the first time. You could say they practice the ulimate form of "fool me once shame on you, fool me twice shame on me."
