I think he already asked about it, and apparently it didn't exist yet. It's quite likely that Zecora invented the cure, given the lack of known potion makers in Equestria, the only other known one being Mage Meadowbrook, who at this point in time, would've been gone for upwards of a hundred years.

There may be sabotaging, there is a magic industry for the rich about water, so he will be met with opposition and slander, mages wouldnt want to lose their jobs and the rich wouldnt want the luxury to be available everywhere, so even if he manage to build the system, once is ready to be used, it will be tampered, he must ensure that doesnt happen if he is intelligent enough to detect the ego of the mage concerning the bath.

Included would have to be primers on Germ Theory and microorganisms. Otherwise the purification and waste processing portions will be ignored.
He needs to give a full run down to Easy, followed by his closest 'believers' and Celestia herself. Until he has a full presentation of this manner, he's just a 'snake oil salesman' with some really nice ideas.
He also needs to have the project broken down into non-intimidating steps. An entire fresh and waste water infrastructure being proposed all at once would be a nightmare.
I would think that at the very least, portions of the project can be proposed to start introducing the concept in manageable segments.
A-- Initial Proof of Concept project.
1: Fresh water collection, storage, and distribution for bathing and drinking. (Make sure to use a clean source.)
2: Public baths utilizing #1.
3: Discharge of grey water waste into the river.
B-- Expansion of hygienic purposes of the system
4: Introduction of toilets, and Black Water on small scale.
5: Discharge of black water into the river, but being very observant of the waste to make a clear point about waste processing and how nasty bio waste is when it concentrates.
C-- Introduction of health and environmental sustainability around growth
6: Introduction of waste processing.
7: Proposal for filtration and cleansing processes for apparently clean, but untrusted water sources on the supply side to expand where water can be sourced.
D-- Proliferation
8: Spread of baths and toilets as well as kitchen sink water supplies as the idea catches on and the infrastructures start to mature.
9: Evolution to modern indoor plumbing in full.
Be that as it may, magic is a very useful tool, and it would be silly for him to refuse to use it.

A useful tool? Hardly.
Magic is inefficient, ineffective, wasteful and only a third of the population of ponies can even use it, let alone the entire rest of the planet. Magic takes decades of training and study, while the basics of construction and engineering take half a decade of specific training. Artifacts like the ones that allow these mundane sorts of feats are rare and difficult to make- and these baths are meant for royalty and nobility.
Therefore, magic on its own is worthless to him.
If you're really looking for good reasoning for engineering and against magic, read Digger. A practical engineer sneers at magic and uses things that are far more effective and stable: steel, wood, stone, ect.
Finally, have you ever wondered why all the nobles are unicorns? Simply put, they use magic to keep the peasants in their place: that is, in the mud. There is a saying that goes thusly: God made man, but Samuel Colt made them equal. Engineering and science is how those without magic can rise to match, and even surpass, those who possess it. There will always be more engineers than sorcerers, for the latter is the top ten percent, while the former is the other ninety.

He’s referring to Ian being a pony saytr, as technically he is anthro right now (as he is a humanoid with pony features). I believe he’s simply asking if Ian will be turned back to full human soon, if at all? He does have knowledge that a cure is at least possible, if not invented yet, and he has both an apothocarist( water lily) at his disposal to help figure it out, as well as just meeting a court mage who no doubt would love the challenge.
