If they don't have them, water powered mills. You can cut logs, grind grain, smelt ores and many other things with the power gained from such a mill.
Hopefully he doesn't try to introduce some of humanity's more horrific weapons, even if they are relatively easier to manufacture. (I'm specifically referring to napalm, which is just gasoline or similar flammable liquid plus something to make it gel.)
They should focus on artillery and flak cannons. Splash weapons are extremely effective against formation tactics, and before machine guns formations were everything. Also, the large scale of the weapons would make them easier to manufacture properly for a low tech society.
Smoke bombs and/or flashbangs might be a good idea. Very useful for getting others out of cover.

Yeah, those are childs play. Some of the easiest/most simple weapons we have, yet incredibly effective.
Artillery and flashbangs. Counter the formation, and you win.
Catapults, spring powered balista, modern crossbows, or you Could include gunpowder wich is Just saltpeter, charcoal and sulfur, then you Could introduce canons, muskets, and the like, or you Could take a step further away if he has books about chemical reactions and introduce them to the Wonders of plastic explosives, flametrowers, mustard gas etc. Depends on how advanced they are and how much damage you want them to inflict for a fast end to the war go with mustard gas.
i guess they are at the medieval stage or the like if they are not even there you Could start with oxybeles and gastraphetes or davichi inspired weapons even the greek fire should be good
Basically gunpowder has a lot of potential. Flechette is also a concept that, if not known, can screw up anything that doesn't fly or can make shields. Planes used it in WW1, and Pegasus could be straight up deadly without risking anything.
Actually, sanitation to armies could go a long way into helping if they don't have it. Sterilizing tools and things like that too. Hell, it would make a bigger difference than better weapons and armor!
Another thing, if he has access to the knowledge and ponies don't have it, is hardened steel. The two tempering points needed for plate armor make it night impervious to harm before gunpowder or really powerful things, like a ballista or catapult.
Who is setting up the war and for what reason of profit and/or power?
As for stopping an army?
Winter is particularly good. And thats readily supplied in spades by the Windigoes feeding off the hate. You just need to bog the army down first. Mud will do that very well, especially heavy clay mud. Clay and alluvial sand mix gets in everything, sticks, jams up gears, and when dried off turns to mud brick. which with a good soaking collapses again.
Whoever has control and command of the pegasi can wreck anything else.

Napalm = Fuel + thickener + mid grade oxidizer that dissolves into the mix. Can't put it out, it supplies it's own oxygen. won't run off, too thick. use the right ingredients and it will either not wash away or the water will cause it to spread. it's up there with thermite on the scale of the military wants it on fire right now.
8712776
Yeah, the issue with it however is you need access to hydrocarbons to make things like kerosene or gasoline. They're not at the tech stage to drill for oil much less refining it. If there's low depth bitumen deposits, then maybe.
I'd just go for penicillin, if he can find a way to produce it significant quantities. Get some of those wounded ponies back on their hooves.
8712817
true. Still, one could in theory use a thickened alcohol, something like ethanol gel. Yeah you can wash it away a bit easier, but I'm pretty sure pegasi firebombing could level a city with enough dropped.
I have a feeling that organizational changes, supply advancements (like Napolean), medical knowledge and diplomacy may be what he goes for.
But we can't know that until we know what the lay of the battlefields are.
He can't introduce nothing to powerful, because he don't want to destroy Equestria, as he know it from show. Equestria with comparingly super-effective weapons is dreadful Equestria and dreadful countries have troubles making true, friendly allies, not intimidated ones. Something, that I believe, this guy really don't want.

just like him we need more information, without any idea of the weapons I have no idea what to suggest, they might have bows and arrows already, or just unicorns that use a spell that makes a pushing motion in the air for them to drop arrows in, to fire like a Gatling gun. and no idea what kinds of melee weapons, they might use hoof blades or just good old horseshoes. so yeah no idea what to give them. but based on the show, the way they held the spears makes it easy to knock them out of their hooves, so a weapon that is attached to the hoof would be a good starting point, which means he needs to make sure they have invented braces. and again without knowing the ratio of ponies and pony types in the army, it is just too hard to come up with ideas for weapons. but yeah for most HUMAN weapons they would require a brace. so he should probably mention that to them
Below are all things that should not be too far advanced for the period, but made a big deal for us. None of them would be out of place in the MLP we know.
Weapons :Compound bows to increase power to standard bow, winding winch crossbows allow use of crossbow too hard to draw by hand. 600lb ones existed in our past. Kaltrops/ground spikes dropped when retreating. 4 bow repeating crossbows (basically 4 small crossbows on single stalk, you rotate it clockwise to align next shot) Roman repeating artillery bow (featured on myth busters) works but would need constant maintenance. French Trebuchet was the most advanced catapult with ability to throw small and accurate or huge and short range rocks. atlatl / spear throwers, increase power and distance of thrown spears. Bolas to tangle ground and air enemy's.
Armor: the idea of silk as armor against arrows, Ablative Ceramic armor baked onto thin steel.
Supplies: alcohol for wounds (this worlds level of healing magic unknown).
Recon: curved mirror based telescopes for increased view power without increased size/weight.
Communications: signal lamp as used in ww1+2 between naval ships. This could be employed by towers or pegasus in air over long distances to transmit messages. Assuming the magic level tech is still very low. They never really explained WHAT magic techniques happened when, just the Starswirl was 1000 years ago, and he helped start researching.
Field formations: Sarissa spear formations are effective against cavalry charges https://en.wikipedia.org/wiki/Sarissa
Construction/tech: Others mentioned water mills, and I agree, just take it step further with belt driven attached devices and also Cam shafts as a first step to industrialization.
Better and more plentiful steel by giving them a Bessemer converter. Basically blow compressed air through the molten steel. Sand bags for quick entrenching. Cement for better fortifications but with it you can use rocks locally. Romans had it 2000 years ago, so should be available. 1500ad human power crane, where they walk ingiant wheel to power the winch. 1 Person could lift a car with this method.
Hydraulic theory in regards to power multipliers.
Every person above is talking either about ranged weaponry along the line of crossbows and compound bows, or about gunpowder and other, unfeasable options like napalm. Firstly, they likely already have bows and crossbows, and on top of that, unicorn magic, so advancements there wouldn't be very helpful. On the topic of gunpowder, it will take months at the very least to get a reasonable mixture. On top of that, they would need an entirely new supply chain, wich would take years. Not feasable for a more immediate impact on the war. Napalm... just no. Not possible.
This scenario is actually one i've thought about and researched moderately for a fic of my own. There are a few key things to introduce to the world of ponies. Let's go from most boring to least.
Armor: Every kind of armor has its trengths and weaknesses. Mail is cheap, light, and effective against the slash of a sword or polearm, and lower draw weight bows can't reliably pierce it, but bludgeoning weapons, heavier bows, and spears can be an issue. Scale mail is like mail but more expensive, heavier, but is more resiliant against bows and spears. Still has issues with blunt force trauma. Plate is heavy, expensive, and holds up better than any other kind of armour. These three are the main types of armour you see in just about any media. However, they all share one major weakness: they cannot be easily repaired in the field, and must be made in one place. In addition, mail is the only armour of the trio that can really be standardised, as plate and scale mail are too inflexible to be anything but fit for their wearer.
Lamellar armour is light, easy to make, easy to repair in the field, is about as effective as scale mail depending on the materials used, can be refit very easily, can have standardized parts made by different ponies, and is very cheap. It's not as tough as scale mail or plate, or as light as mail, but it is more convenient than all of them.
Next is choosing rhe type of weapon. Swords require immense amounts if training to wield effectively, use a lot of high quality metal, and generally have an effective range of two to three feet. Slashing swords (as in, most swords) are bad against mail and up. In addition, a group of trained swordsmen gets their asses kicked by a less experienced group of spearmen 100% of the time in the swordsmen has mail or weaker armour, which is most of an army at this level of developement. Maces are a counter to heavy infantry, and suffer from short range and slow swings. The metal they are made of can be of much lower quality than other weapons. Spears take the least metal, which can be of pretty low quality steel, have the longest reach, are the easiest to use, are the most effective in a defensive situation, are also the most effective in an offensive situation, are effective against mail and down, alright against scale, and are good at getting into the chinks of plate armour. Pikes take the idea of a spear and take it to fucking eleven. Do you know why the Swiss have been allowed to be nuetral for so long? It wasn't because their land is unimportant, or any diplomatic reasons, it's because thw motherfuckers perfected pre gunpowder warfare. 3000 unarmored Swiss peasant militiamen could take on 5000 bedecked career soldiers and fucking win because of their use of long pikes. There is no better weapon in any scenario. Cavalry charges don't work, because your 20 foot pikes spook most of the horses, and the rest don't get into lance range, as you have 15+ feet of range on your attackers. Three to four men can attack the enemy front line at once. Look up the Swiss 'pike square' and their other tactics. Pikes were the undisputed king of warfare for a fucking long time for a reason. In the new advent of fliers (pegasi and griffons), i'd imagine the forezt of pikes to be a little discouraging from divebomber attacks.
So, lamellar armor, 20 foot pikes, swiss pike tactics. The armor is optional, and is really only going to be usefull against arrows.

Holy wall of text! Sl rry, got carried away.
Charismatic leader isn't the type to create things, inspirating and imaginative is.
8714263
Create new things, sure, but keeping old things from falling apart?
I love this story akready
8712469
All things considered, napalm isn't bad. Mustard gas? now that's bad. Especially when you consider the main ingredient is a plant... And Phosgene isn't all that hard to make either, still well inside the 'kitchen sink' realm of chemistry.
8850985
napalm is probably one of the easiest things to make, as all you need is gasoline and Styrofoam pellets. preferably about two millimeters in diameter. you just mix said pellets into gasoline until you get the desired consistency.
9162367
Why would Equestria have either of those things?
9162828
HOW COULD THEY EVEN GET AROUND TO START MAKING THAT GIVEN HOW LOW THEIR TECH IS.

Your words agree, your all caps disagree, and I am left confused.
One thing is for certain lightning based power stations would be possible in equestria
