Serenade is correct about Celestia's rule. There are ponies that are against her ruling and waiting for it to come to an end.

I must be mentally broken or more likely morally broken because I see little to no problem in killing thoughs under her power. (and yes I have thought this over if it was my family) It simply comes down to numbers kill a thousand to save millions and if history wants to paint me a monster and have me executed at least they will be able to make that chose.
So, Celestia has been dealt with and rather easily it seems. At some point in time, it frustrated me to see her being such a pushover, but as time went on I realized that maybe there is a good reason as to why Celestia asks others to deal with various problems. I mean a more realistic reason than the "it is a secret test" approach.
The way I see it Celestia is powerful. Insanely powerful. The problem is, her anger is like that of a sun. Once unleashed, it cannot be controlled, it cannot be reigned in until everything is ashes. Friends, enemies, the very land itself reduced to nothing more than a scorched wasteland. Yes, Celestia could have defeated Chrysalis during the wedding if she went all out. Problem is, unleashing her full power would kill everyone else in Canterlot (and nearby regions). She knows this and is therefore determined to prevent the loss of innocent life. Even if it means getting hurt herself. Celestia is either a pushover or an extinction level event on a global scale with nothing in between.
Now, Luna, in my opinion, is much different. Although she possesses a fraction of Celestia's power, she is a lot less hesitant to use it. I see Luna as something of a pragmatist whereas Celestia is an idealist. She will use every bit of her power to eliminate threats as quickly and efficiently as possible, even if it means getting her hooves dirty. Sending mind controlled guards against her would not be wise as she would take them out with little, if any, hesitation. Even if it means using lethal force. Then she would go after Serenade and would not rest until she has Serenade's head on a pike. Sure, Luna would feel bad about having to fight and kill mind controlled guards, and there would be a long conversation with Celestia that, maybe, things could have been handled better. But Luna strikes me as a pony who would rather ask for forgiveness than seek permission.
