There's no formal relations between the changelings and the Empire after the military attache was recalled but if Chrysalis did decide to try and deepen ties with them they certainly wouldn't say no.

Not quite! Either Celestia broke and remained in his realm (a victory for Maar) or she reasserted herself and left (also a victory for him). She's almost not quite Daybreaker. A sort of grasping onto that power without actually losing herself to it.
