If it was just the Mane and body colours I would call it coincidence. After all, she has a different Cutie Mark and Eye colour.

However the odds of Mane, and body colour being accurate, AND she has the same hairstyle (which as far as I am aware, is the first time that hair style has been used in cannon) AND she fangirls over Rarity, I think it has to be intentional.

Several times, in fact. There's a list on the mlp wikia. Instances include the make-a-wish kid who voiced his character in "Trade Ya," some kids whose parents were animators, and so on. There are more instances in the comics, but that got shut down when one of the OCs in the background was from some sort of hate blog? I forget the details, but there some was some form of drama involved.
