I enjoyed this chapter, it's really interesting to see these herd politics play out and of course the characterization you've given to Star remains fantastic. Eagerly awaiting your next update.

Twilight Sparkle's choice in family is going to cause so much waves.
I don't think I could stand high society. Within about two minutes of being involved in this, I'd have slugged someone and then told them where they could buy a handkerchief if they needed it.
Star herself is rather prickly, even if she's riding the post-partum and sobriety excuses a bit much. I like that she's not an entirely sympathetic character herself. I guess, really, you don't change the game, the game changes you.

Also, young Shining Armor is as hilariously adorable as he is adorably hilarious.
God, Star Sparkle must be fun to write. I'd really dislike her in person, honestly, I think she makes some of the very worst decisions a parent can make. I feel bad for her in a way, but not too bad, because she brought her fate on herself. And she has the means to attempt to fix her relationships but doesn't use them, which only makes me dislike her more.
At least she has gin.
If I had been Twilight Velvet, I would have slapped Star during this chapter. I guess she is a bit of a pushover. Seems a bit too nice for her own good.
Lucent also seems a bit spineless and absentminded with regard to his mother's plans and in some ways the problems within his own herd. That's nicely characterized.
Honestly, the two duchesses seem too malicious. They are a bit one-dimensional, as if their entire goal in life is to continue the noble bloodline. I know what it is like to have nagging mother (grandmother in my case), and it seems a bit overdone here.
All in all good stuff.

As for the nobles - there are some people who really are that obsessive about such things. I have some in the family, they're like walking genealogy books and about as likeable. I did try and make Cerulamna a little less obsessive than Lucerna but the hints weren't strong enough, I guess. It's not a spoiler to say she ends up in a brief fling with Slowpoke and dies a much happier mare than she would have if she'd not met him, but that's almost completely irrelevant to the story so I've spoilered it anyway.

No, you did a good job making Lucent's mother be the real [REDACTED] in the story. I just find it difficult to believe that those types of people ever existed. It felt like a caricature to me, but you obviously have a different point of reference that justifies your writing decisions.

I sense nods to some of the mane 6. Scintilla is like Pinkie Pie; Glint is like Rainbow Dash; I feel Star is more like Rarity; Crystal Glimmer could be Applejack. Then the newcomer, Crincile and Twilight Velvet could split the difference between Twilight Sparkle and Fluttershy.
I love the strength of Star's personality. Too bad she's not really into being a mom.

Don't be too afraid of sparse writing. If the bones of your story are solid, the reader will fill in the flesh with their imagination.

Question! How do ponies determine the parentage of a foal in a herd with more than one stallion? Is it a "by law and custom" assumption that the lead stallion is always the father; do they try to suss out who the father is based on heredity; or, worst of all in my opinion, do they simply not care? I.e., the stallions within a herd are considered interchangeable; only the mother matters.

I imagine they only care about male heredity when something goes wrong, certainly in the bad old days. These days they have all sots of fancy magical tests they can perform if they need to, but the assumption is that if the guarantee of heredity is really important, then a particular mare will stick to a particular stallion exclusively until she's got what she wants from him. In theory.
But they don't really care. Except when they do.

I have only a rough idea what Crincile is supposed to have done with the last flower. Not giving it to Star? Reading over that "sentence" Crincile tried to say it seems that she has one flower too few. Did I miss it in Xenophilia, but I thought only the courted ones are receiving flowers?
BTW, has Crincile a meaning in some language? Why is the name Crystal Glimmer an ice breaker?
