So is Jack training the officers first then having them train new recruits or is he just putting them out of the pan and into the fire?
The promotion for our Specialist sounds like it was done for necessity.
The Military hierarchy in Equestria is not clearly defined, since in the show Shining Armor is said to be a Captain even though it seemed more like he was doing the job of a Major or Lieutenant Colonel to me, but I digress. From my understanding, beyond the number of commanding soldiers, higher rank also grants you how much say you have with matters; policies and training regimes for example. And the higher your rank is, the more you wade into government politics.
So what could have happened (and what is my speculation) is that Celestia and Luna decided to promote him within their military hierarchy - not so much as to give him a bigger force to command - but more so that he can have the authority and leeway to accomplish his planned goals with little push-back from other factions. Even though Grey is acting more as a foreign military consultant and squad leader, his new rank could give him the advantage over other squad leaders since (as far as I understand it) any current enlisted Equestrian would technically have seniority over him.
To put it in other words, Celestia and Luna gave Grey enough authority to partake-in/avoid certain situations should they arise.
But this is, after all, just my speculation. I'm not enlisted, I don't know Jarhead stuff, so what I say could be wrong. I'm just basing this off of my passing interest in knowledge of politics and the military.

Mmm, in european societies before industrial revolution authority position and military ranks were interchangeabe. Captain was referring to both. He was assigned as commander of garrison, that IS a captain in those terms. He is outranked by mayor and governor ( if any e is there, does Twilight count?).
There is great example in Pig War. British contr-admiral was outranking governor Douglas and Douglas had no authority to give him orders, but in his absense he gave orders to a captain.
