The concept of the story is good but it needs a lot more detail and the pacing is way too fast.
Slightly better this chapter, but still needs to slow down the pace a bit and chapter needs to be longer.
The mayors especially the Baltimare one needs more description.
A lot of this conflict is being instigated by the mayor who I hope isn't the protagonist. The chapters still need more description.
This is the most descriptive and even paced chapter so far. Keep working to give them more legs to stand on.

And to answer your question the Baltimare Mayor isn't necessarily the protagonist, he's a main character that is heavily involved in the conflict, later in the story readers will be able to see both perspectives of Equestria and be able to pick a side.
Heres hoping that Celly is proven majorly wrong on her opinion how things will go.
