Given Rainbow Dashes tendency to slack off from her real job, I can understand Scootaloo's confusion.
I see Rainbow Dash more as the kind of pony to try to ignore paperwork and avoid it as much as possible, rather than insisting it be done properly, but this was an amusing story none the less.
6789408 Honestly,her desire to avoid paperwork is likely part of why she wants it done properly. If it's done correctly the first time, she doesn't have to worry about it anymore.
