Closest i can think of to number 2 is the Arifureta anime but that is kinda diffrent from what you are asking about. I also do want to know is a story like that exists or if there is a story with a change to the typical "summond to save the world" story, mabey a story where the just turns on their summoners and journys to destroy the world insted.

I am interested in this concept though since it would make good fuel for drama.
An issue with this premise is that it needs to be treated carefully because "Saving the World" is very often the right thing to day and the main character refusing to do so for personal reason could be seen as selfish even if we sympathize with them. The end goal of this story would often be either "everyone does or worse" or "how do we make amends".
It would work well in a story where the stakes aren't "everyone dies" but that the world will change in a way that shifts the balance of power; kind of like your Naruto & Dishonored crossover story "Broken" over on FF dot Net. People will survive without chakra but everyone is scared of what that world would be so they try to capture Naruto so that the world they know can continue the way it is.
Sorry, I don't know when this is part of the "base" or "canon" but there's a few like this in fan works that I am following.
One story with a similar premise is "Towards the Sun", an Avatar TLA fan work on AO3 where Zuko is unable to escape after denouncing his father during the Day of Black Sun and is held captive until after Souzin's Comet. This story has its own TV Tropes page too.
The set up for this story takes quite some time (prologue before the "chasing" is about 18 chapters) but it does end with a reversal where Aang and his friends have to chase Zuko around the world to prevent a Fire Nation civil war and end the 100 Years War and where Zuko (and a good portion of the Fire Nation) think that Iroh is just as power hungry and manipulative as Ozai..
Another fan work I'm reading like this is Agent of the Chancellor on FF dot Net, a Star Wars: the Clone Wars story where Ahsoka Tano feels very betrayed by the Jedi for kicking her out and not hearing her case and ends up working under Chancellor Palpatin (who she doesn't know is a Sith until much later).
For your second question I don’t know of any, however check out the story Worm. In this story the main character sets out to be a hero but along the way becomes a crime lord. I think everyone would have issues with how this story went.

Oh! I'm writing a story currently based around the one who can save the world refusing to help due to poor treatment. The main character is immortal and has a case of Schizophrenia. She tried to reach out for help but people just brushed her off. Due to nobody helping her when she most needed it she developed two voices in her head and completely cut herself off from society. When people come by to request her aid her response is "Help you? You're lucky I am too lazy to kill you all. Nobody helped me when I was suffering. No they just ignored my needs. So let me ask you this, why would I ever help disgusting creatures like you?"
I don't know if this counts...but HaikenEdge has 'Harry Potter and the Hermetic Arts'...not technically what you asked for, but he's planning on this harry destroy the magical world from within and give it up to the muggles...he's also very strict on keeping everything 100% realistic like you, so I think you'll like it...
I can't remember the name but there is a manga/novel where the MCs abilities start off crap so he gets overlooked and abandoned (they try to kill him through negligence and sabotage) for another hero who ends up a total failure. The MC marries one of the strongest demons and tries to live a normal life ignoring the kingdom that summoned him as the kingdom's princess tries to fix the problems her father caused.
