Well, he doesn't approve of his best friend dating Rainbow Dash. He is probably the closest person next to Fluttershy that knows Rainbow Dash. He is afraid that Rainbow Dash is going to find some way of hurting Butterscotch. Rainbow Blitz wants to keep his best friend from getting hurt. So, he doesn't support the relationship, yet in the first chapter, he is willing to help the two stay together as well.
Besides, it also makes a great way of making the story interesting by adding that one of the friends doesn't approve of the relationship.
