While I understand Celestia's perspective, this is just too good an opportunity to pass up. Let guerilla warfare and resistance cells run rampant, my pawns! For entertainment! For the good of the story! Vive le résistance!
(Or, to put it another way, this is the first opportunity I've seen for this sort of direction in a well-written story and, at the same time, it has a ton of potential to make for a very complex and interesting plot.)
...let's just hope that nobody important dies. That's the easy, boring, potentially cliché, and very heavy-handed way to advance the plot.
We need Celestia to realize that she will never "be seen as a liberator" and to eventually concede defeat as a result of small events accumulating... at which point, the next act (or the sequel, depending on overall length) begins, where Celestia tries to gain more than merely a frigid truce with the citizens of the Crystal empire and learns whether they will ever consider forgiving her. (Though any of their descendants trusting her is probably still going to be asking too much. Creatures with human-like psychology are great at holding grudges and "once burned, twice shy" is an easy way to add more nuance to a story's politics... not to mention that having to live with a political entity whose citizens see her as a modern-day Nightmare Moon would probably be a very literal character-building exercise for her.)
I'm still unsure whether I want to see Celestia have to deal with further Elk aggression. On the one hand, it could help her to see that she was in the wrong but, on the other hand, we don't want that to happen too readily or the story won't reach its full potential. The most interesting approach could very well be pure Celestia vs. the annexed citizenry.
Hell, given that the crystal heart has gone dark once more, I could easily see the crystal ponies winding up refugees in Equestria and forming resistance cells to cause trouble in places like Canterlot... but, again, I'm not sure whether that's the most engaging approach. Perhaps a hybrid approach where, before they become refugees, Cadance first gets a chance to wear herself out trying to power the Crystal Heart on her own. (Which would also further drive home the point to Celestia that, for all her power, both personal and political, she's still weaker than the collective will of a people.)
Either way, if they do wind up as refugees in Canterlot, it'll be interesting to see what happens with the changelings now that there's no more literal free lunch.

Tell me already if this is the end of the story so I can unfave and downvote it already. An ass pull of such proportions, a Diabolus Ex Machina this contrived, is NOT worth ANY of my appreciation.
Sympathize with not committing genocide? Sure, but even given my blindness, "These are non-combatants" would be a far better argument than killing soldiers who are retreating makes you just like them. A retreating soldier is still a threat because the general presumption is that they are going to regroup somewhere else and try again, there is a reason that surrender exists rather than people just laying down their arms and walking away with their hands up once battle starts.
Also, kinda unsure on how sending you to hell forever beats out killing you, but hey, stupid people who get inexplicably squeamish around the idea of death when they're capable of crimes on an equal or greater scale is hardly something new.

4501899 Got to agree, and the best way to rub it in to Celestia's face is for a "Kill The Elk!" sentiment to rise in the Empire. Elks killed by roving bands of Crystal ponies, Princess Candy-Ass unable to stop it, and Celestia faced with the one bitter fact that she has always hoped to avoid - that some conflicts can ONLY end when one side is eradicated.
"No matter what you do, sister, the elks will die at the hooves of ponies. Unless, of course, you wish to kill the crystal ponies instead."

...What the fuck? Celestia was perfectly willing to commit genocide on the Changelings, but when someone else does it, it's wrong? Why the fuck did no one call her out on this?
This chapter is called "Doing What is Right". And yet... Celestia didn't do what was right. She did what was easy. I can use dozens of quotes from books or movies here, but I will need a computer to find them... Still, I think the point carries across: she took the easy way out, dismissing the problem instead of dealing with it as she should have. This is going to bite her in the fat sun-tattooed ass and it will bite her hard.

Congrats Celestia, not only did you cause an entire empire to hate you and your nation, but you also fuck up the cyrstal heart, and pretty much conquer it until their rightful ruler returns. Because of another "Celestia in the Crystal Empire uses horrible spell to send a supposedly evil guy away" bit in another story, I expected her to intend to banish him to the sun only for him to end up in the UIP and return with a vengeance. And cheese.
Oh well.
All banishment aside, Celestia isn't too smart here. She banishes a beloved leader, puts someone all of the subjects hate in charge and leaves behind her own soldier to "keep the peace". Doesn't she see what she's doing? Everyone's going to call her a slaver! I kept expected someone to stand up and give a rousing speech with something like "The Emperor did not kill one slaver just for another to take his place!" Hot damn.
Also I keep expected Nigel to show up eventually anyway, wearing the bones of Cerberus and telling Celestia her dog tastes awful.

How long has Celestia run a nation? From her actions I'm going to say about 15 to 20 minutes at most. Probably skipped over mayor, thinking the job was too boring or something.
Celestia here dos not understand politics in the slightest. What she did was going up to the survivors of a war and say "You know those guys who tried to commit an act of Genocide? Yeah we are siding with them. So, we arn't Nazi's, we are just their BFFs!" The Crystal Empire will be at war with Equestria till the end of time just for that. Adding in attacking royalty and effectively killing him "Hes not dead, just might as well be, I mean its just the pit of eternal suffering, thats not dead right? Thats all you guys care about right?" No pony, even a saint beloved by the world could console the citizens. If she sent a master diplomat it might prevent a slaughter but what dos she do? Send the pink one, a pony with a lower approval rating then Genocide.
Honestly it looks like Nightmare Moon was a better leader then her, all she is insane, not insane and stupid(probably could of gotten the trains to run on time too). This choice was one of the most short sided things one could possibly do. She is the ruler of a nation with a sea of subjects, as well as money. She could BUY their lives, ask for them to be spared in exchange for a deal. Rather then just wine at him until he agree's with her.(How old was she again? 11?) Not to mention she is completely blind to the opinions of those around her! Her sister wasn't on board when she started casting the spell. A spell that needs both of them to complete. That is the literal definition of stupid.
Honestly the surprising thing is that no one went to kill Celestia the moment she walked into town. Those Crystal ponies sure are well behaved.

Ummm, what part of killing enemy soldiers is genocide (xenocide, really)? Celestia really pulled that one out of thin air. She's willing to come fight to help defend the Crystal Empire but is unwilling to pursue the enemy and ensure that they either continue routing or die. All that her actions will accomplish is that the Elk will regroup, think of counters to the Crystal Guard's formations and weapons, and then invade again. Oh, and get Chalmers to order the UIP fleet when it arrives (I get the feeling they always find him, no matter how much they hope they don't) to glass Equestria. I'm not saying the ponies are bad. I'm saying their actions and thoughts are so stupid that they are actually just as damaging as an enemy. So, they must be removed for the safety of everyone else. Oh yeah, it also will piss off the Crystal Ponies and they'll probably spend a long time carefully planning out the destruction of Equestria.
Yeah, that is probably the dumbest thing Celestia has done in this fic. Right or wrong in war is hard to find. Doing bad things that are strictly necessary is right in war. Doing good things that cost your side lives is wrong in war. There are only conditions to work with and objectives to be achieved.

First, Celestia, he is NOT a pony, so you cannot use your standard to measure him. Humans don't have much difficulty in returning from that "dark path". Really it only takes something like a wake-up slap. Second, how was he out of control? It isn't like you had any jurisdiction over him in the first place, sunbutt. He wanted to destroy an attacking army and probably would have gone on to wreck a lot of damage on the Elk community. Since he doesn't have enough soldiers to conquer them and their attack was quite costly in lives, that would buy his subjects time to recover and gain strength. Both the destruction of the Elk army and damage done to their...whatever they live in (city, town, village....). All you did, Celestia, was make things worse because now the Elk have both their army and their structure. The war is still on, fool. It won't end until the Crystal Ponies counter-attack.

Rewind to a previous chapter and notice Celestia is about to sign a paper decreeing all changelings found in her kingdom will be put to death, that sounds like genocide to me. Granted when an opportunity is given to prevent this genocide she takes it, only for her to attempt genocide again, as seen as a side effect of the crystal ponies despair causing the Heart to fail. I can really see that thousand year old knowledge shining through there. May I make a suggestion?
I never understand why a lot of authors portray Celestia as a weak ruler who pussy-foots around every fight she comes across.
She's a living, fucking, TORCH. She controls a massive ball of flaming gas in which a nuclear reaction happens thousands of times a second, and yet she's portrayed as weak. For example, she just sent a dude to Tartarus for protecting his own subjects from a bunch of fanatical fuckers.
