Well, there's such a thing as psychological warfare, and reverse psychology - if you make every effort to hide everything worth anything behind layers upon layers of wards (and, more importantly, take great pains to advertise this fact to make sure your enemies know this well!), hiding something truly important will best be done in plain sight. Well, sort of.
I assume Sombra was no fool when he was being properly paranoid (remember, it's not paranoia if they are out to get you), but he got an ego trip out of all of this and dropped his guard. Helps that Nigel's idea of a "fight" is very different from what even Sombra would envision, plus - he didn't have too much time to figure things out (something which should've set off alarm bells in his head, to be honest - an unknown, heretofore unseen creature, with possibly completely alien combat abilities... not something you launch yourself at without forethought).
So, while the way Sombra had shit organized points towards him not being an idiot (though I'd argue that his evil needs really got in the way of him actually succeeding in taking the Crystal Empire over, instead forcing him to settle for an occupation), I suppose I can agree that his last moments were not his top performance... ;]
Though I should point out that the dude isn't as "random" as you'd have us believe. It's explained that the "dude" is in fact a very-well-trained special-operations operative, with possibly quite a bit of experience and more than a few notches on the ol' belt. The guy's being a little bit of a Gary Stu, too (but not in an unwelcome way, mind), so he's clearly to be taken as "more competent than what you currently imagine".
