Actually...the correct/accurate MLP:FiM canon labeling lists Time Turner's "alternative" name as "Doctor Hooves"; no "W-" since Hasbro was unable to swing the license enough for Doctor "Who-oves" (not for a lack of trying either, but oh well...)
A literary trick to portraying a prim "British" accent is to use as few contractions during speech as possible. The counter-balance is to not let the lack of contractions make the character sound like a robot.
The most effective literary trick writing any speech line(s)?
Say it out loud.
Do not just sit at your keyboard and mumble or mutter it out, either. Look up from your screen, or better yet stand up, and speak the line out clearly to be heard.
If the line sounds "proper" to your own ears, then it will generally translate to the reader too.
