I think I'll still call the Blueblood lead a red herring. Things have been pointing in that direction a bit too smoothly- there are other things he could be doing in Ponyville. Plus I'd be amazed if his tribalist tendencies were this strong, and Celestia never even noticed...
Addendum: There is another thing that would point to his guilt, but it's completely meta: He's tagged as a character, yet hasn't even spoken over the course of seven chapters. Considering the fact that they're coming closer to rescuing Chatterjoy quickly, it's likely that the space that is reserved for him is the guilty party.
