While it is confirmed that Scoots is an orphan it is also confirmed that she at least has a room (dormitory style). That on top of being a crippled really just hits ya in the feels.

3800701 A- We have never seen her parents and she has no family or similar looking ponies in the show. (Orphan proof, also the Cutiemark Episode when every one of the other Crusaders had their family with them but Scoots only had Dash)

B- In the Flight to the Finish episode we get a gimps of her room filled with Rainbow Dash memorabilia and Scooter Trick/Store things (Mostly Posters like with RD's posters).

Again this is my take on it, though most people I discuss it with agree wholeheartedly.
