Yes, and functional rulers tend to meet messy ends once those they've manipulated come to their senses. This is why her whole shtick is so stupid. She has zero idea of how royalty actually works.
You're born into it (Flurry), marry into it (Shining Armor), or earn it (Celestia, Luna, Cadance, and Twilight). And even then, marrying a royal doesn't automatically give you any powers. Not unless they decide to provide you with any, and even then, you're second fiddle to the absolute ruler.
Cozy giving herself a title doesn't mean a damn thing precisely because she did none of these (though one depends on whether Flurry likes mares that way), and no one in Equestria would listen to her. Least of all if it came out she was the one who stole all the magic in the first place.
Besides, Twilight is the real Empress of Friendship.
