So did Cozy just accidentally escape with everyone knowing who she was, but just letting her hang out in the orphanage and not reporting her to anyone?
So at some point prior to this story, Flurry lost her parents and as opposed to, say, being taken in by Celestia and Luna, she was placed in a perfectly standard orphanage. One where the residents (and quite possibly the staff) happen to recognize Cozy Glow, but nopony's willing to, y'know, tell Canterlot that one of the most dangerous criminals in recent history has claimed a bed. Having the kids bully her? That's fine. Alerting law enforcement? Nah.
And the readership is supposed to simply accept this.

Is her family regularly commuting around the planet to let orphanage kids have The Alicorn Experience? Princess Of The Play Date? Did Shining ever pick her up at the orphanage, see who she was playing with, and somehow not recognize Cozy --

However, the fact remains that in Chapter One, there's a statue missing, the palace knows a dangerous prisoner is loose, and the sum total of what's being done about this, for enough of a period to be described as 'time went on' while friendships form? Nada.
