And that's how we know Luna accomplished her goal, even if neither Gilda nor The Harpy realized it.
The board is set, the pieces are in motion. Now it's all matter of waiting to see how this all plays out!
Actually, it seems pretty obvious that this is all Harmony's fault, for creating ponies with such a huge design flaw in the first place. Everything else about this creation story adds up, but it seems really weird to me that Luna never acknowledges that and Gilda just goes along with it all without pointing it out. If Harmony basically created the world around Harpya's vision for what griffons should be, and ponies to sustain and manage that world, why on earth wouldn't she give them the basic mechanics for fitting into that world? Everything those gods and mortals did after that makes sense as a reaction to their situation, given who they are, but I don't see any reason why ponies couldn't have been given more protection than "telling the dominant, free-willed predator race that this easy, yummy prey is off limits".
On another note, I don't think it's really been established up to this point that Celestia hates the Harpy so much, or that the Harpy is actually "deranged". It makes it a little hard to see Luna as sympathetic as I think she was supposed to be in these two chapters. Her depiction at the end of the previous chapter of what would happen to Gilda and the griffons felt like it wasn't sure if it wanted to be a villainous threat from Luna and Celestia to Gilda herself, or a weirdly aggressive plea for help about Celestia's mad rage. Either way, it was a pretty jarring way to introduce an imminent potential Equestrian attack on the north, suddenly casting Gilda and the Lion as sworn enemies of Celestia and the Harpy as someone in need of redemption. I can't think of anything she's actually done to make enemies. Didn't she mention before that she manifested this time around into an empire that was already doing all the slavery and sacrifices stuff without her, and she didn't introduce any of that herself?

EDIT: I don't like my answer. It sounds like I'm defending. No. I believe I could have done a better in this. It was a lot of things going on and some important details slipped. In the end, the whole story is gigantic and slips are bound to happen. I deeply appreciate the feedback and I will keep it in mind for future stories.
Harmony is only a semi-intelligent force. Blaming it is like blaming gravity for my glass of water shattering against the floor if I bumped my elbow on it. It did what the Harpy wanted it to do by inputting griffons.
Their minds work in fundamentally different ways. Griffons derive their sense of self from suffering in the sense that if they lack something, they'll seek it out and then are rewarded with good feelings when they get it this is how their drive works. The same system of drive is present in all the creatures, except the ponies. The ponies were not supposed to be eaten. They were supposed to move the magic of Harmony into the world, taming Chaos, as part of the effort to bring the other creatures to life. Part of the point was that there is no one to blame. Harmony doesn't think, the Harpy was naíve. Some might say she was neglectful. Internally, the idea is that it was all part of the process, but neither Celestia, Luna or the Harpy are aware that this might be the case.
Turns out making universes is hard.
Celestia tried to erase the Harpy from existence and the scenes with Ghadah are meant to show that the Harpy is responsible for the fall of the Empire. Specially the scene of Emperor Grigor in Griffonstone when Grover is talking about how there simply is no more to squeeze out of the mines and the slaves. Part of the problem is that Fólkvangr is supposed to show the griffon side. Piece of Parchment, once Celestia figures out the Harpy is back, is where the story has a lot more to show in that regard. That, and in Gray Dames. It's a consequence of this that Luna has information and why she dropped on this story.

Other stories actually showing the insanity that was the Empire are still being written. For now, it is a lot of telling. In Piece of Parchment, as soon as Chrysalis tells Celestia about Twilight and Cadance's shenanigans looking for clues about the Holy Griffon Empire, Celestia knows that there is something bad happening. During her presence in Griffonstone is when she learns of the Harpy's return. The thing is that Luna already knows a lot more than the reader and can infer how bad Celestia would take it. Let's say that if you look at "Love like Hate", the chapter that closes the Griffonstone arc in Piece of Parchment, and then Gray Dames, you'll see that Celestia completely loses her North because of how terrified of the Harpy she is. They are fated to end up fighting each other because of the way griffons and ponies work, and somewhere in that is the key to fixing everything.
The rise of the empire started with her. There is a small scene in Piece of Parchment where she is telling some cubs and Discord a story that is about that.
