Edit: although missing words is pretty bad. It was probably a stylistic choice, given that the chapters were pre-read after my third draft and I missed something I shouldn't have. If it made reading confusing it was stupid. I'm gonna review those chapters as soon as I'm done with the next one.

Interesting that the Harpy seems to have learned that she had made mistakes the last time and was trying a slightly different tactic with her pawns reach her goal. She is DEFINITELY different from what she showed she was in the past.
Aalthough it remains to be seen if the same goal she's pursing was actually her biggest mistake from last time.
Still, smarter enemies are more fun enemies They, at least, won't necessarily make the same mistakes!
Currently working my way through the backlog of chapters and just finished "Hood Line and Sinker", and I gotta say I am really digging the the complicated relationship between Gilda and Aya Harpyia. The Harpy is an absolutely fascinating character, and not just because I am a sucker for morally ambiguous/contradictory/potentially dangerous characters in general. So yeah, WALL OF TEXT INCOMING!
On the one hand The Harpy does seem to genuinely care for her "children", and her chosen in particular. On the other hand she also appears to apply a clear "mama knows best" "tough love" attitude and as Gilda notes, while She claims She will leave griffons to make their own decisions she sure isn't shy about punishing them when they make the "wrong" decision!
I get the impression a big theme of this story will be whether or not The Harpy (with Gilda's help?) will be capable of learning from her mistakes, or if history is doomed to repeat itself. Because oh yeah, I do think She made some pretty damn big mistakes in the past! After all, King Grover likely never would have sided with Celestia if he didn't feel like his was back was against the wall and he had no other option, and probably wouldn't have found such widespread support if the griffons on the fringes of the empire were not in such desperate straights (and that's not even getting into the clearly horrendous treatment the non-griffon races received under the empire's yoke!) Had The Harpy not been so laser focused on building a force capable of retaking the Frozen North, and her subjects treated the other races with a shred of decency, the empire's fall might have been prevented.
Really does seem like a toss up as to whether change is possible. Again, on the one hand The Harpy's willingness to ally with Celestia to defeat the Glass Dragon show's she is "Prideful, not stupid". But on the other, I sure a as heck haven't forgotten her line a couple chapters earlier about how the world "only has room for one God".
Besides that, I also really like this story's take on the classic "Chosen One" plot line.
Lets face it, that whole "I am the super special chosen one!" shtick is a story beat that has absolutely been done to DEATH. So naturally whenever a story comes along that deconstructs this trope and really peels away the adolescent inherent power fantasy to reveal the fine print. Shows the reader that this kind of power comes with a price. That the title of "Chosen One" does not inherently belong to you and can be stripped away at a moment's notice if you make the mistake of displeasing your patron. Yeah, I definitely take notice!
Here's hoping Gilda can walk the fine line between keeping her patron appeased while not being reduced to a mere pawn, and curbing the Harpy's more destructive impulses before the world goes to sh*t!

You defined the Harpy perfectly. I would be spoiling it for you if I spoke further on this, but you also grasped the general idea of the griffon side of the AU.
As for the chosen one trope, it kind of wrote itself because of the Harpy's character and how passionate she is. She gave the Emperor everything, and then took it away when he didn't do what she wanted. But it is also because she has a plan. Moving forward from this point, you'll see Gilda becoming more and more a true Child of the Harpy. There is a reason the story happens in this alternate universe, which is supposed to be both a continuation of FIM and an alternate reality. Why it happens in this particular version of the recurring universe.
The truth is that both Piece of Parchment and Fólkvangr were supposed to be split into different stories. The first story would be Gilda fleeing Griffonstone. The second would be her reaching Wayfarer's Rest and then the third would be Gilda's caravan trekking in Snow Mountains. There is a scene a few chapters moving forward that was supposed to be the end of the second story and I'm sure you'll identify it when you see.
As far as Piece of PArchment is concerned, it was supposed to be a story about Twilight and Cadance figuring out about the alternate history that Celestia hid. The next would be them realizing that the historical part was just half of the story and understanding the metaphysical stuff about their universe and their place in it. But Gilda is not there yet and I'll give you spoilers if I don't shut up.
