I have the feeling that you're going to like even more the stories that are going to come after this one. With Gilda living in Griffindell, settling in and working for Lady Gwendolen. Not to mention the aftermath of all the mess in this story and Piece of Parchment.
But don't worry anyways, because the intention is that they're going to grow closer and closer while in the city and as they enter the final leg of the journey. But this story has too much to touch on.

This sounds suspiciously like the site where the griffons took refuge was sitting on a ley line or a convergence of ley lines and were eventually mutated by the magic that has its own connection to Harmony, while the land itself also was infused with that power.
I also suspect the Harpy is better able to endure the raw magic than the Windigos and their other enemies, but her function with the griffons is more parasitical than nurturing. Creation gods don't need worshippers to make them powerful--they already are powerful. Other creatures claiming to be gods, perhaps like Apollo and the hate-eating emotivore from the TOS Star Trek episodes, need worshippers to make them strong because they're feeding off of the worshippers.
As to why Celestia was forced to back off is because, as I mentioned, I think the ley line is related to Harmony and she was unable to wage war in that environment.

The idea is similar. Everything in the AU exists in a duality of physical and magical, from the living creatures that have both body and soul, to objects that they are infused with magic (and purpose) once they are made. And so is the land itself. Once they are made aware of it, griffons are drawn to those lands because Griffindell is the last bastion of the original Children of The Harpy. It's also a nigh impenetrable fortress-city.
In Piece of Parchment Twilight mentions how Cadance's magic is changing slowly because of the magic in the Crystal Empire and that is the idea of the crystal ponies. They were originally earth ponies that moved there to settle somewhere between the formation of the Federation and Nightmare Moon and eventually they internalized the 'crystal magic', because they used the Crystal Heart to protect them from the cold.
The same thing happened with the griffons. The ones that went to the Saddle Arabian desert became 'desert griffons'. The ones that stayed in the Griffonstone area became 'plains griffons', and the ones that held the line against the Windigos became resistant to the cold and hardy, strong. There is a touch of Lamarckism because of the magic that is everywhere and in everyone. The point is also that as the magic in the place changed the creatures, the magic in the creatures also changed the land.
The Windigos corrupt magic. Spoiler for Piece of Parchment yet to come. The point of the Windigos is to trigger the Black Sun because the ponies failed their directive of spreading magic, and that was later fixed in a later version of the world when Amicizia introduced the Elements of Harmony that the ponies first experienced as the Fire of Friendship.
The gods (if the concept even applies, as Celestia argues that it is silly, because in the end, the ultimate creator is Harmony). Beings like The Harpy and the pony deities can be called creation gods because they give purpose to magic, but they are also parts of 'the machine of existence'. Because of the way the pony gods were created, they don't need belief to be powerful, but it will make them more powerful. That is why The Harpy can't have griffons siding with Celestia. And even she doesn't need worship, but she will grow more powerful. In both cases, purpose is what makes magic flow.
There was nothing keeping Celestia from getting into Griffindell. She chose to respect the griffons once the war as over with the death of the Emperor. Since she didn't believe the Harpy existed at all, she decided that the threat was dealt with. There will be more about that in Fólkvangr, so I'll stop here. But the point about that that for now is that if Celestia hadn't respected the northerners and didn't let them keep their traditions and their purpose of defending the North they would already be in an all out war again. The Northerners don't like her, but they respect that Celestia respected them.
Nice to see this fic is carrying on MLP:FIM's proud tradition of shining a spotlight on some of the lesser known mythical creatures of the world. I do believe this is the first time I've seen simargl portrayed in a modern story!
Also just had to facepalm when "Cyan" made that crack about Grunhilda's wings. Buddy, you have the sort of job most guys only dream of, learn some tact if you want to keep it! Still, the follow up between Gilda and Grunhilda was genuinely sweet!

One of the things I love the most is how much I learned about stuff researching for this story. I knew that winged dogs existed in mythology, but i never knew the simargl. I fell in love.
I'm also glad you liked that scene. I love these two.
