This doesn't seem like the way Celestia would think. Sure, she has to maintain a public persona, but whenever she has a problem in the show she gets Twilight or Luna or someone else to help. Even if she doesn't ask outright, she still finds a way to get help, because she knows she can't do everything on her own.
