She's not the Doctor people, she's a completely different Time Lord.
In fact, it is mentioned in the story (vaguely) that she has a friend that regularly takes companions. (AKA The Doctor)
Also, in case you haven't noticed yet, her TARDIS has a functioning Chameleon Circuit. The Doctor's doesn't, which is why it is a 1960's London Police Call Box.
