As I have yet to read the story, my idea is that it means the pony is good at breaking the appearance, or the reflection, of the other pony and getting them to reveal their true self.
Hmm, I can picture someone like ten times more accident prone than Derpy would be. Or it could be a talent for breaking the image that people craft around themselves to find the truth behind the mirror.
The ability to not make his true feelings reflect on his outer self!
On the face of it, "bad luck" seems obvious; the pony would likely be avoided or renown for such.
Deeper, mirrors can represent (self) reflection, vanity, opposites and alternates, "other" places (ala Through the Looking Glass and various other works where they play roles in magical scrying or transport), misdirection (i.e. smoke and mirrors) and so forth - which can be divided further based on the type of mirror involved. For example, a hand mirror is most closely related to vanity.
A broken mirror then is a breaking, shattering, refusal of, countering of, or rejection of some or all of the above. Meanings could be further considered based on what sort of break it is; if it is cleaved smoothly or jaggedly shattered; how many pieces, and with what symmetry if any; if it the crack or cracks run straight or at an angle; if the frame or handle is damaged; if any of the pieces are missing. Any of these could also modify the symbolism. Further, if we wanted to subvert this, it could easily suggest repair of the above; they could be someone who wants to attend to such things that are broken or out of place
What sort of talent this would reflect (pun intended) also depends on the above, and likely would take hints from the pony tribe they belong to; a unicorn may have ease with spells for illusion-breaking, for example. Of course, setting aside all the fancy stuff, they could just be someone good at making or repairing mirrors.
My first instinct, just for an exmaple, is picturing a golden-stemmed hand mirror which is broken with a largely-straight, forked crack running diagonally, splitting it into three fragments - two large and a small wedge, all still present in the frame. My interpretation of this specific mark would be someone ostracized by "bad luck" who, by their nature and personality, has an easy time undoing or spoiling the vanity of others, which makes them less inclined to spend time around them. At the same time, they find the divide between what most people present and their "real" self to be jarring. Let's say that their talent is detecting frauds and seeing through misdirections, which has lead them to a career in law; a detective, perhaps. And with that, we can imagine their reputation and gift for cracking veneer leading them to a reserved personality and a smaller circle of friends.

It's a liar's cutie mark. The mirror is a symbol of reflection, but it is also a symbol of self-reflection, in addition to other things such as truth and perspective. Therefore I would think that a broken mirror would be a symbol of deception, self or otherwise, in addition to the forcible alteration of perspective.
Assuming I'm correct, a pony with a cutie mark like that would be very good at lying to either themselves or others, perhaps both. There's also the possibility that the pony in question has a warped view of the world, or perhaps has a certain talent for controlling the perceptions of others to fit their needs. The pony in question could come from a broken home, perhaps even no home, or they might just be intrinsically manipulative and have a perfectly happy childhood.
It's hard trying to assemble a psychological profile on someone with such little information. Nothing is certain, and all you can really do is speculate. But if I absolutely, positively had to say something, then I would say that a broken mirror cutie mark is the sign of an inherently manipulative person. That's my story, and I'm sticking to it.

When one looks in the mirror, usually it is to see ones self. One already has thoughts that are associated with what they see. A pony with a mirror cutie mark probably reflects on the good that is seen. If someone sees nothing but bad and ugly when looking, one might have the urge to shatter the mirror to remove the reflection from one's sight.
A broken mirror cutie mark reflects on the bad that is seen in the reflection and explains the negative of the pony to that pony in great detail. (picture how rarity would act to that happening to her ).
The pony with that cutie mark may not be well liked and be a little bruised (especially if s/he met rarity )

The broken mirror is a classic symbol for Clan Malkavian from the old World of Darkness. Malkavians are all utterly, incurably, insane. And can infect others with madness.
So obviously Jinx is insane and drives others insane.
Probably Discord thought she was a fishmalk. Those are annoying. Running is your best option.
