They only have 7 molds total - 2 unicorn (Twilight, Rarity), 3 earth pony (Applejack, Pinkie, Big Mac), 1 pegasus (Rainbow), and 1 alicorn. Creating individual molds would be very expensive, and as far as Lyra goes it would be unnecessary - she'd basically still be Twilight with a more messy haircut.
