He gave them the choice and to quote the Knight from Indiana Jones "he chose..... poorly" Honestly I don't think he is evil, he just chose the dark to bring a better future for those he leads.
That fish mayor was suicidal, and I hope that his entire town - friends, family, neighbors, etc - see to it that he never forgets how he doomed them all by trying to murder the one that took the Storm King's crown and army during a parley.

If your character is cold, I would recommend gambeson. It is much better than a thin sheet of cured jerky despite what DnD would have you believe. It quite seriously is capable of stopping long bow shots. Also, I admire your character's desire to keep away from overly ornate and unbalanced armor designs, so I should like to impart that while full plated armor can easily weight 60 lbs, and even more, due to the way the weight is spread across the entirety of the body it is actually quite easy to move around in it with full motion, and at speed.

Sure, our big bad here might know how to build high tech weaponry because of the book, but even the best engineer can't build an internal combustion engine using only a hammer and a chunk of iron.
9939028 might be able to make percussion caps instead of flintlock. you just have to have the right primer to use that is stable and not too deadly. they have airships and metal working tech. it would not be that far of a stretch to make percussion caps with paper cartridges. especially as flintlocks are susceptible to rain and water.

I'm not entirely sure, but cannons are much easier to make than smaller weapons like the muskets. As the cannons would require much less precision and consistency, where each Musket/Pistol would require a great deal of attention to maintain precision and consistency. As if you do fail somewhere, the whole weapon either explodes in your hands, or just under performs. Though, I wonder if cannons could become miniaturized or modified a bit, and become effective mobile field artillery, or probably siege artillery? Mobile enough to be much more quickly set up, and having the ability to be accurately aimed at targets, targets probably like fortifications, cities, castles, or etc.
Also, matchlock came before flintlock, which basically used a slow burning rope, to impact the small pan full of gunpowder, which would ignite it and go through the small vent, directing the small explosion into the barrel where the rest of the powder and musket ball was. Due to the slow burning rope or "match" requiring to be constantly burning, it was the most affected by weather conditions. The flintlock version uses, a shard of flint. The flint would strike against the frizzen, sliding down it and create sparks as it forced open a now enclosed small pan, directing the sparks in, igniting the small gunpowder, and directing that small explosion through the vent, into the barrel. The flintlock variant was much less susceptible to weather, but it wasn't immune.
One thing I do much wonder, is despite muskets being useful, they are ONLY useful in mass. Muskets are only accurate at short ranges, and require massive quantities firing at once, or in sequence, to be useful at longer ranges. Though, there is also the ability to add Rifling, which can substantially increase accuracy. As well as then using a proper Bullet alongside that. A rifled Musket, or maybe just a "Rifle"? Regardless of whether or not it used a proper bullet, it would definitely be much more accurate and have more uses in a battlefield/war/general situation. I will say though, Rifling would probably be fairly expensive, or time consuming, as it must be designed fairly well or it might introduce problems.
