That was terrible. No beginning at the beginning, no elaboration into the development of said plan being put into action, everything was stripped to bare minimum mentions during the wedding, where the story started off and already we're going into the R rated stuff, with tentacle tongue throat expanding.

Marriage ceremonies are relatively malleable; it can be as simple as six people signing the same official document (in fact, in most places, this is the step that officially makes the couple a married couple).
More seriously, it is very common to dispense with unnecessary steps even when there is an actual ceremony. Remember "If any person shall object..."? Not only are these objections no longer likely to be disqualifying (because so many of the disqualifications that could be invoked are already screened out when applying for a marriage licence), but that part of the ceremony is often omitted completely because it is no longer relevant if community members object.
If (this version of) Equestria's political marriage ceremony were based on a system of politically-arranged forced marriages, it would make sense that there would be no exchange of vows, since they constitute expressions of consent to being married: Consent on the part of the people being married is irrelevant in a legally forced marriage; and it could be considered unnecessarily cruel to demand that the victim or victims of an unwanted marriage pretend to consent to it under implicit or explicit threat of punishment (not that forced marriage itself is not cruel, but it has clear utility for people with power; forcing the victim/victims to pretend to consent under threat of punishment, when everyone knows that it is a forced marriage, is just gratuitous cruelty).
