Bombs (as opposed to shells, which can be fired) can be deployed against tanks in two ways: they can be dropped from the sky, or they can be used to mine the ground. If the reinforcements make it to Whiplash first, a minefield becomes a viable option and we could see something like Kursk (that is, hard fighting through pre-fabbed defensive rings). If the tanks beat the reinforcements, it's too late to mine and MLF will have to settle for bombardment via telekinesis and pegasus flight.
Construction can happen in leaps and bounds. The Victorian steam age caught many by suprise. And the Brits didn't handle Europe are going into the steam age very well either.

7382077 I'm not sure kursk is that good a comparison since it was on a much bigger scale consisting of kilometres of defensive rings, rather than a couple hundred yards at most, and both sides had tanks and heavy artillery, and they were prepared for such things. Or at least the Russians were. Germans got their ass handed to them. In this situation though, they have no idea what tanks are and how to combat them. They were prepared for infantry and nothing else.
7382829 Well the French industrialized to an extant but it was the Germans that really took the cake. Enough that in a short few decades there industrial power matched the rest of Europe's combined, armed there allies and built a fleet big enough the Brits felt threatened.
The Duke's really dragging his country to the Industrial Revolution rather than bringing the Industrial Revolution there. Now, there's capitalists in Mareitania. What do you know? And they're industrialising pretty damn quick that I bet they don't have time(don't know if they even cared) to develop proper working conditions, workers' ethics and legal working age. The Duke's just casually being more oppressive of his population, nothing bad could go wrong for him. Well, all the more reason to topple the Duke.
