I really wish someone would beat the crap out of the Archduke, string up somewhere and leave him to die. That pony is more of a scumbag than anyone he's arrested. Celestia gives that fellow far more lenience than he deserves. She lets him deal brutally with ponies and now she's let him mess with one of Twilight's friends most callously batting an eyelash. I find it a little strange that Twilight is okay with that. He also mistakenly connects hiding with criminal activity. It's possible to have something to hide or wish to remain unseen without committing crime.
I like how this is going, it shows a slightly darker side of things but still keeps with being realistic.
Now im torn between either wanting you to update this more often or Your Human and You... dammit they're both so good!
That Pinkie though.
Sounds like we're a bit further in the future from the last chapter. Several context hints suggest she's known around the town, but then why isn't anypony doing anything to help her? It can't be that hard to catch a half-starved blind unicorn with almost no real training and education... Sounds like no one wants to take the time out of their day....
She's done well with a magic walking stick, but I'd do one better. One type of robot vision system essentially used a targeted laser rangefinder that scans around in a circular pattern and figures out the environment based on all of those measurements. Selena could do something similar by rapidly waving the stick around likewise, and interpret based on the things she "bumps" against. Actually, sounds more like bug feelers...

You seem to forget that, while he is a total and complete douchebag, he does, in fact, try to maintain order and lawfulness within the land. He tries to get all sides of a story, and arrests the abusive stallion instead of, say, outright killing him. This character is more than a cardboard cutout, as you would make it seem.
He may do bad things, but he tries to be a good pony.

He exercises restraint when shouldn't and fails to when he should. He really got all sides of the story when he chased Selena's mother/parents, got her abandoned in the snow, and then tortured and executed her mother because he didn't like what she said. He's obviously got a personal vendetta to keep Celestia in the dark about things.
What he tries to maintain is his own sense of law and order, not the laws of Equestria. He had no business treating Pinkie Pie like he did and Celestia should have reprimanded him rather than excusing his behavior and the same goes for Twilight.

You make good points, and I concede that the Archduke SHOULD be punished, but I believe that leaving him to rot would make for a rather... boring's not the word... uh... hmmm... Eh, I can't think of the right word. Ultimately, it would change the story on a fundamental level. Without the Archduke, Selena would never have been orphaned, and the story would completely change.

Perhaps, and yes, it would have been a fundamentally different story, but it wouldn't necessarily have changed much about certain outcomes. I mean, the archduke could have threatened her about trying to do whatever it was he thought she was up to and had her dumped somewhere. Given his influence she would likely have been too scared to look for Selena, especially since she likely thinks her foal is dead. Also, she probably knows the influence Black Spark has. Without the foal she has little reason to remain there or go to Canterlot. The chief difference is that Selena's mother (at least I presume her to be that) would still be alive and the Archduke wouldn't have one or more weird dreams.

This is what I was getting at before, he is/thinks he is the final arbiter of what the law is. Honestly, he is anything but justice.
This is treachery. He withheld a letter addressed to the Princess, interpreted it as he wished. Then he took advantage of his knowledge to illegally detain her, falsely accuse her, and then have her executed on charges he made up based on his own assumptions without any proof.

Given that later Celestia states he is the steward of the Lunar Court, which means he's in charge of the judicial system, he kind of is the final arbiter through which all things pass.
This might be true if he was on of the guards, but he is later to be confirmed as the Steward of the Lunar Court, which basically means he is doing the job of the Lunar Princess until such time as she returns (at least, Celestia's hopeful). That means he has all of the power the Lunar Monarch would have. That puts him roughly on the same level as Celestia, meaning any letter addressed to royalty is addressed to him as well.
Does that mean that what he did was justified? No, it just means that he was within his rights, and he abused his powers based on a personal vendetta against gypsies. He bares some guilt, though, as we see him later going to Celestia later and confessing, as well as to his fault. She basically tells him to suck it up.
Also, replying to one of your older comments:
I'm sorry, but I have to disagree. What he did was, in my opinion, was just as normal as telling someone to shut up. Was it mean spirited? Yes, but it wasn't like he seriously hurt her. Just held her muzzle shut to get her to be quiet. This Celestia might have seen nothing wrong with that, and decided not to say anything. As for Twilight, she seems to not like him, but puts up with him, so I doubt she would say anything.
That being said, Black Spark is still a douchenozzle and needs to learn his place. Blackie, when is that going to happen?

I have a hard time believing you aren't being at least partially sarcastic. Still, as you imply, it will be interesting to see what happens to him.
The letter wasn't addressed to royalty, it was addressed to Celestia (presumably) and he is not royalty. Being a steward does not make you royalty. Being a regent might, sort of, but stewards are not regents. Being a peer of someone does not make you rightfully party to their private correspondence.
I don't think it was within his rights either and we'll just have to disagree on that. It's not just a personal vendetta against gypsies, he accused her of the use of black magic to fake a cutie mark to somehow ingratiate herself with the crown. That has nothing to do with being a gypsy. It's not even clear if she was a gypsy or not. I may misremember, but I seem to recall that he confessed to an over reaction.
The foal was endangered because of his attempt to arrest the mare, the mare resisted arrest because she was afraid of him (rightly, based on the aftermath), you can't have attempted fraud unless it's been proven to be fraudulent (he had no proof of any fraud), he had absolutely no proof of any use of black magic (he made an assumption on little more than ancient history and rumors). He made false charges and then presented them to Celestia as though he wasn't at fault at all. He also has absolutely no proof that the foal died, although he effectively said that was true to Celestia. Celestia trusted him to be truthful and he didn't confess to anything more than excessive punishment. His real crime was inventing false charges and then contriving to put her in a position where one or more of them would be swallowed hook, line, and sinker by any court.

What I am getting at is that there are laws and he is ignoring them. Final interpretation of a law, maybe, but ignoring them altogether is overstepping himself. If Celestia appointed him to something, then he answers to her and I assume she abides by law.
I'm sorry, but I have to disagree with your disagreement. Using magic to remove part of someone's face to force them to be unable to speak is very different from telling them to shut up. One is a request or demand, the other is forcibly stopping them and excessive force at that. I don't see why/how he has any right to forcibly silence anyone just because they annoy him. This Celestia must be double-minded or very distracted, because Pinkie is a friend of Twilight's and unless there is a vastly different reason for Twilight being in Ponyville, I would expect Celestia to be concerned for the well-being of Twilight's friends.

Black Spark is Javert, he is totally Javert. At first I wasn't entirely sure, but the marketplace scene was practically taken straitfrom Les Mis, it even had some of the lyrics taken and turned into dialogue. My only question now is does he sound like Russel Crowe?
She is still living in boxes in alleyways alone after ten years give or take a few, really I dont see how she could possible still live like a stray cat literately hunting for leftovers to survive.
Even in this darker more realistically world where crime violence capital punishment exists i find it hard to think most people let along the majority in this modern utopia would tolerate a homeless beggar child even less one that dumpster dives and steal to survive to rooming the streets, people would get invested and try to help.
Assuming a small town of the thousand inhabitants a generous margin i feel like i dont see a child of six with a severe physical disability despite being above intelligent for her age, avoiding the police and normal citizens for that time. if the city in question is a metropolis of millions where crime and poverty already is rampant perhaps then, but in this community she would have been cough in a few weeks at the most.
How she herself seams content with this arrangement is beyond me, being in her mid teens now how she have not gathered the courage to land some menial job, involve herself with gangs and crimes above stealing food.
Starvation alone should be a sufficient motivator to improve ones situation, despite living most of her life in content misery she had a loving father figure and a cold but not unkinde mother one. i dont see her being so socially inept that she can't form some relationship especially after maturing, and getting a menial job sweeping floors etc.
Her moving out of the orphanage at her very early teens and have now lived alone in a run down apartment working some low paying miserable job to barely scraping by having no friends spending all her free time depressed with her books would be a far more believable scenario, if you still wanted to to live in ponyville.
This just sits wrong with me, not that it real mater i dont see her decade as a stray playing any part beside establishing how miserable she have been.
lets end a positive not by me saying i love the pacing so far especially the first chapter of her grown up a bit at the orphanage well paced indeed.
Yeah, you do that so you can avoid the mob that's starting to form. Hopefully you can leave town before RD gets any bright ideas and starts using a vocabulary worthy of her color scheme.
