Googling revealed that Soviet uniform during war by regulation included at least one 6-clip ammo bag and bandolier for 12-14 (info varies) clips. Plus unknown amount of ammo in bag he was carrying.

Dunno, just listed standard rifleman's equipment. Some soldiers, however, was lacking bandolier, for unspecified reason, be it lack of ammo or bandoliers themselves, or considering so much to be excessive. Latter is most likely IMO.
