Tirek ended up being a larger presence than had been initially portrayed, but that's only to be expected. Simply put, with his level of power, it would have been a failing if he hadn't made such a big impact on things while being on the scene. I do feel like he was still a bit too taunting, as his character doesn't seem to resort to words unless there's an instance where force isn't working, and it pretty clearly was here. Still, my hat is off to the creative way that Night Watch got him to leave before he disrupted things any further - pointing out that he could cause things to go even more awry, or could be defeated again the same way as last time, was a very cogent idea on her part.
So they brought Silver back as an alicorn female, under the presumption that they can turn him male once again if they want? That's not a bad level of reasoning, particularly since the end result will mean that he hasn't lost anything. Heck, if he wanted to he could even probably get his regalia back from Night, since Twilight had theorized that with all five pieces, the wearer could remove them. That said, they seem better on her...though that's not entirely fair, since she's got them all, making them all inherently balanced.
That said, I have to wonder if Silver will stay female this time, at least for a while. After all, most of the princesses are extremely drained from bringing him back, so even if they wanted to he's not going to be male again for a bit. Hopefully it won't be permanent, since there aren't really any ponies who love him more as a mare, but there are at least two (Twilight and Tumble) who've made it plainly known that they prefer Silver be a stallion. Since it's all the same to him, I don't see him objecting very much if this point comes up again (and it should, if for no other reason than he should be very much aware of their preferences by now...plus the whole "AJ and Rainbow want a foal" bit, which is hinted to not be entirely over).
So now Silver is back, and while I hope the next few chapters deal with how everyone else reacts, at some point the issue of price is going to come up. Tirek is back now, and Fast Change is nowhere to be found (and might not even know that her beloved has returned). Moreover, with the princesses all so drained, if there was ever a time when Equestria was weak, that time is right now. Remember that whole "international politics" bit? (It'd be funny if something happened and it was the Anubians who stepped up, at this point.) Also, Night still owes Zecora that apology. And how will Nefertari react to this act of necromancy?
Quite a lot of grist for the mill. But at least now Silver is back where she belongs.

He's not above taunting and monologuing when he feels like it. And, now, he's out there. The bugbear they can gather up and put away, but Tirek has clearly departed to become a menace later. Just what they need, more bad guys that could spring back.
What can be done with Silver? She hasn't yet fully come to terms with her 'final' moments. She has, in some ways, gained an inner peace she didn't have before. She has felt the void, and returned from it, and knows the difference. It was clearly a powerful experience that has left deep marks on her.
She has to recover. She has to remember. In order to truly grow from her defeat, she must face it, which will likely involve some bitter memories for her and Night Watch. Will she rush to forgive?

6530913 In this regard, yes. Silver's devotion to those he/she loves has been shown to be virtually absolute. This isn't the same love that Cadance has - she seems to understand that love is a choice, whereas Silver's is a necessity - but is part of the core of who Silver's character is. She (Silver) needs to love, and be loved. She'd be able to literally tear out her own heart before she could turn away from someone whose love she's already accepted.
