This entire chapter felt like something from the middle of some other story. Just random nonsense and nothing of actual substance imo. Also the cliche of Twilight being always blocked and condesended to when she puts forth her feelings is dissapointing. She may have been venting about the press, but I don't see why she shouldn't be allowed to pursue such improvements if she wishes. Instead she is railroaded and in the dark from the diarchy

Twilight: stood up and climbed upstairs and to her parents room to see thunderwing you bound the mare in question locked eyes with twilight.
Thunderwing:Princess you got to help your parents are crazy.
Twilight dismissively waved off the comment

Twilight:sure I'd be a major hypocrite if I didn't what with me dating luna.
Thunderwing: genuine curiosity over came incredulous shock. Wait how did an introvert book worm like you manage to land princess luna?
Twilight: seeing as you're going to be apart of this family I suppose you should know and we both know once my mom has her goal she'll pursue it until she completes it. Blushing twilight explained the clack incident and Celestia's hoof in her and Luna's current predicament glossing over explicit details.
Thunderwing: began laughing her head off causing twilight to pout,im sorry squirt but that's both adorable and funny

Meanwhile downstairs twilight velvet is busy regalling Luna with twilight foalhood adventures and pictures. Luckily twilight was upstairs getting embarrassed for a different reason.

7644288 The problem is that is still leading her on, on thier terms only. Maintaning the status quo only. Not to mention the uncountable shadow agencies and conspiracies Celestia apparently is in charge of.
Some names got mixed up quite a few times there during the Night Light, Velvet, and Thunderwing scenes. Ponies were sitting next to themselves at least once and I think Velvet told herself something there.

7644332 you mean the agents she must have due to iirc a treaty that severely limits what she can do. I still think leading her and showing her how to work within the system so she can change it later is for the best, also I hate to say it but when the person leading you has a thousand plus years of experience in leading thousands of ponies you best well listen and learn. Even if they are not perfect, you can perfect it or tweak it.

And yes, Equestria has a treaty with the Minotaurs and Diamond Dogs that effectively disarmed all three races, allowing them all only enough soldiers to police their borders and maintain order within their societies. This promoted harmony and trade between the nations, but it also forced Celestia to 'bench' a lot of her soldiers, and the Gryphons and pre-existing criminal elements within Equestria took advantage of this.
Hence the creation of the Royal Agents, spies and watchers within the community that funnelled information back to Canterlot, where it could be dissected, compared against other information and the bigger picture could be put together. In their defence, for centuries the Royal Agents have worked perfectly, subtle enough to never be discovered except for a few rare incidents but talented and equipped well enough to either handle local problems or hold the line long enough for the actual soldiers to show up and do their job.
But once again, Celestia's drive to provide a peaceful, harmony-focused society cripples her and the would-be protectors of Equestria because she's done such a good job that Ponies have forgotten what it means to be afraid, they've been cocooned and coddled to the point that a stampede of rabbits can panic them.
Imagine what an invading army could do ...
7644332 Celestia allowed a lot of groups that were otherwise suppressed by both society and her own concerted efforts to flourish as what happened with Luna shook her up immensely. Groups like the Shadow Council exist so A) Celestia can identify toxic or hostile individuals or groups within Pony society and B) so if she ever screws up again like what happened with Luna, there will be groups or individuals with enough political power to call attention to her poor decisions.

That said, she's allowed it to go too far and is aware that the Shadow Council could become an actual, literal threat via civil war, but she is also convinced that it's better to allow the mortals this option, to make poor or even monumentally stupid decisions about their own fates than to be an uncontested leader who controls every aspect of their society, since every time she's tried that angle, it's ended poorly, and Luna's corruption into Nightmare Night was simply the last straw. And Celestia also has the 'luxury' of immortality meaning she's seen what happens when 'glorious leader comrade' has no checks or balances on his or her power. History is littered with the debris of such failed societies, and don't forget, in the diary that Discord found under Celestia's bed, it stated that some sort of cataclysm engineered by Celestia herself wiped out most of her original Tribe and made her believe she was the sole survivor of her race.
Princess Celestia has lived through the nightmare of the best intentions leading to hell. Consider that she believes allowing groups like the Shadow Council to flourish so she can identify the cause of such groups and then 'cure' it far superior to whatever it was she was doing that caused an entire race to disappear in the distint past.
And yes, Twilight, right now, has next to no political power. She's only been an Alicorn for a month now, and technically Equestria is still a Diarchy, with Celestia still holding the lion's share of power because, you know, Ponies are dumb and are stubbornly refusing to let go of a thousand years of tradition and social customs. When Twilight either gets, or takes, a portion of political power for her own and starts to leverage her position as Celestia's student, a powerful Unicorn in her own right and the pride of the less-traditional members of the Twilight House, an Immortal (or God, depending upon which Pony you speak to) and a international hero, with the right coaching from Celestia and the PR-Crew that the Princesses have working for them in Canterlot Castle, expect quite a few houses of cards to explode into flames.

... Actually, I'm pretty sure that by now Velvet is so far in the lead that a mercy ruling is in order.
Also, the reporters reaction to the Ever Free Forest would have me seriously considering moving in there.
Only real mistake was the confusion on who was reaching for the water. That said i am really liking this chapter! Lots of story and lore building going on, even if plot doesn't advance much.

Heh, can't help but hope we get to see Celestia smashed off her plot. Bet she's got a lot of frustrations to let out.
