The ultra-short version is that the site uses a Wilson score interval to calculate the relative popularity of every fic on the site, ranking them in order. In plainer terms: it uses a lot of math to create a ratio of likes/dislikes/views to figure out what people enjoyed the most.

It's one of the possible criteria/ordering options in the search bar.
