After much indecision, I have at last concluded to fall upon the ineffable wisdom of my FIM Fiction companions and fellows concerning a subject that has rattled me considerably. Yes. I, Tavi, rattled.
The reason for this is, I believe, a worthy one to be rattled by. It is because of these:
These are known as Shimapan Panties. Now, in and of themselves, they are not startling in the least, if you have a reasonable mind, but to have them flashed before your eyes by the girl who is currently lodging with you is extremely startling. Make no mistake, this is not an idol cry of help wrought on a whim, but a genuine, heartfelt cry of help from a poor fellow who has no clue what he is doing in these matters. This female has done this to me, but for what? What meaning does it have? I sat in my office letting hour upon hour pass pondering why Gabby (for that is the girl's name) did what she did, but to no avail. I even thumped my desk once or twice in frustration.
And therefore, I am doing the last thing that I can, and humble myself to ask for the assistance of the good people of FIM Fiction who perhaps have some idea that I don't. What the Hell did she do it for?
And to make most premonitions simpler, her actions were very much deliberate, given that she did a little dance, twirl, and a giggle before leaving the room.

Um, either she did it by accident or on purpose. If by accident, she may not consider the sight particularly intimate. If on purpose, she may either be teasing you or genuinely attracted to you. If genuinely attracted to you, it might be love or something far more casual. You'd probably have to ask her why she did this.

Well, knowing the nature of your relationship before the incident would help.
Question #1: What is the nature of your current relationship? Are you just flatmates, old friends, more than that?
Question #2: What are their normal dressing habits? Are they somepony who is always dressed up? Do they have a care-free attitude towards clothing to begin with?
The answer to those two questions greatly affects the answers I can give.
Without knowing, the reason could range anywhere from sheer laziness and a lack of care about appearance, all the way to a full blown come-on.
