Morality: She means well and is firmly on the Defenders faction, but isn't exactly upstanding. For one, while she does willingly defend the weaker or vulnerable and can be quite friendly, she actively enjoys fighting and seeking out foes to smack around on a regular basis. She might not kill them, especially if they aren't a particularly threatening enemy, but if a fight is going to break out she's often first on the ground. And if she can't find a foe to duel, expect her to reel in an ally for some rough house sparring. She gets along fine with the likes of Rodan and Zilla. While she does respect and has an amicable relationship towards Godzilla Jr., she butts heads a lot with Mothra Lea and Gamera for being more than a bit on the brash side.

Powers:
Storm Generation - Able to channel her mana into more than just outright electrical attacks, Raiga can actively alter weather patterns to summon both dry and wet thunderstorms. This can prove greatly advantageous in a number of ways. As her deep sea eyesight can be hurt by bright sunlight, cloud cover can help her see better during daylight without needing to squint. She can also call down powerful thunderbolts, both to attack enemies as well as use herself like a lightning rod to give herself a power and stamina boost.
Lightning Torrent - By dumping all of her built up electrical energy into her palms, Raiga generates enough focused electricity she no longer needs physical contact and can arc it through air or water. Firing out of her palms and mouth as a sparking beam, the Lightning Torrent is Raiga's strongest electrical ability outside of her overcharged state.
Crimson Lightning - By mixing her mana with any of her electrical abilities, Raiga can amplify their power and her own physical power for a short time. This super charge is indicated by the lightning she emits turning bright red. Crimson lightning is effectively Raiga's version of the Spiral Fire used by Godzilla.
Electric Conductivity - Being so heavily charged with electricity, even touching Raiga when she doesn't want to be can hurt. While any part of her body can deliver an enormous jolt, the area around the pearls is particularly powerful. Actually being biological generators that channel her powers, they can deliver a shock strong enough to phase even some stronger kaiju. While she can't keep this up constantly, both to conserve power and because it requires focus; when she does focus this ability leads into-
Thunder Punch - Having her two largest pearls on her hands, Raiga has a mean right hook. Indicated by a bright glow and red colored sparking, a fully charged punch both amplifies her striking power and converts the charge around her body into a single point. The force of the impact's energy half is roughly equal to a charged nuclear pulse from Godzilla, and that's discounting the physical side considering Raiga has very powerful forelimbs.
Weakness: Raiga, while having decent physical stamina, doesn't have an infinite pool of energy to draw from. Prolonged combat, especially in a place with no lightning or electricity to recharge her, can drain her generators. The Crimson Lightning drains her even quicker than other attacks. She also is quite brash and prone to charging into situations without thinking.
Bio:
Created over 70,000 years ago as one of the Guardian Beast, Raiga was created with a mix of some of Terra's last free roaming mana, the source of magic, and advanced technology from a dying civilization in the Philippines. Personally designed by the storm matron, Anitun-Tabu, Raiga was made to, along with her cohorts, protect the planet in 100,000 years time when the great destroyer was predicted to reawaken. Embodying the alchemical element of quintessence, she was designed to be a walking thunder storm and was a complete success. Seeing an early deployment to halt a gyaos that lead to the devastation to the Atlantean civilization, Raiga was forced to electrocute what she thought was the entire flock and the now devoured city. Thoroughly drained from the effort, even with a hurricane backing her up to give her plenty of charge, Raiga swam back home and was sealed away in an underwater cave below what would one day be the Philippians.
There she lay dormant for seven hundred centuries, until the 'Third Age of Kaiju' kicked off in the 1980s with the second Godzilla. Three other Guardian Beasts, Gamera, Baragon, and the prototype Anguirus; awakened in 2001 to stop a kaiju attack. This action commenced the revival sequence for rest of the production line. With the tranquilizing spell worn off, Raiga reawakened with a majority of the other beasts in 2005. Though they were awakened 30,000 years early, the group decided that the world was at risk enough with all the Mutations, aliens, and eventually Anteverse monstrosities running around. Raiga in particular was surprised and angered to find out that apparently a single gyaos survived her failed attempt to save Atlantis and propagated into a new flock. Swearing this carelessness wouldn't happen again and that their wouldn't be a new 'Atlantis Incident', Raiga is one of the boldest Terran Defenders and she frequently charges into battle to fight many of the more dangerous foes.

You know in her human form, I see the pearls on her cheeks become ties for pig tails. (I see her having pigtails don't judge me) She'd have finger less gloves with a pearl on the backs of each, a pearl choker around her neck and possibly a row of red pearls on either side of her jacket. The form is a bit hazy in my mind, but i think it works. She'd have the jacket tied around her waist.

No dirtiness at all, perfectly reasonable question. Given they are either the same species (just 'ascended' from normal animal to kaiju by different means) or at least very closely related to being in the same genus, in theory Junior and Raiga could have a viable offspring.
It just never happened because Junior's got a skull thicker than some mountains and Raiga being such a rough'n'tumble she never gives the prospect any thought.
End result probably have their same body type, but maybe with Godzilla's bony back fins instead of Raiga's flipper-like ones; but having Raiga's pearls on the palms, cheeks, and flanks. Maybe also a paddle tail like Raiga's, but likely scale covered in a similar vein to a crocodiles. Coloration would likely have Raiga's two toned counter shading (dark top, light belly); though both the blues and yellow would be muted out by Junior's charcoal gray.

I can see Rainbow and Raiga becoming friendly rivals if they were to meet, although they would probably go through a streak of trying to one up each other before that. Given how Raiga gets along with Zilla, I can see him as having a few personality traits in common with her, but being more disciplined and not as reckless.
I feel bad for not knowing this kaiju sooner.
As soon as I saw this bio I went looking for her on Google and youtube...there was little to find other then a short review and a lackluster wiki.

An odd thought...
On multiple occasions during the franchise, Godzilla has been hit by, and apparently "boosted"/powered up by, lightning. During the Showa period, lightning gave him the magnetic power to beat Mecha Godzilla. In 1984, it woke Godzilla from the effects of the missiles Super X fired down his throught. In GMK, he used the so-called King Ghidora's lightning attacks to power up his own breath attack. There are also other times lightning has hit him with no adverse effects.
Is an affinity for lightning a common ability for mutant Gogirasaurs? Is such an affinity the reason one was chosen to become Raiga? And, which (if any) of the three identified to date mutant Gogirasaurs can be powered up by a Pegasus using a lightning-charged cloud?
For that matter, do Raiga's weather manipulation abilities give her a loophole in the "no self power up" rule?

You are attentive to detail as always Jacen. Yes the comparison was intentional. Raiga being recast as another member of Godzilla's species was done to both draw this parallel as well as make a mythology gag based off their similar appearance and someone in Raiga's movie mistaking her for Godzilla.
As a general rule, modified Gojirasaurs act almost like biological energy sinks, drawing it in from various sources to rejuvenate themselves. The base species likely as some similar ability (like how a crocodile can use its scutes to help jump start its exothermy via solar rays) and along with an amphibious lifestyle; would have made a perfect all-terrain energy conduit being.
In regards to her 'cheating' the no self-charge rule it might depend on just how big of a charge she could give herself. She may be able to pull it off with a big enough strike, but the problem with self charging is their current Equestrian bodies can only hold so much energy at a time. If they draw more in, it tends to just overflow and vent off; much like what happened to Xenilla when he was first in the empire. There is this gap between 'Maximum Charge' in the Equestrian form and 'Minimum Charge needed for Kaiju' level to activate their full form. To cross it, one needs an enormous burst of energy near instantly to overpower the energy run off. It IS possible to do it alone, just very, very difficult unless one had a power amplifier (like the Crystal heart) and knew how to use it.
And given the strongest energy source in Equestria is magic that is literally fueled by sensations like hope, love, and friendship, as we saw in Key Ring's explination on how most magic works in Equestria; it's mostly things that require two people that are some of the only things strong enough to bridge the gap.

So, a single Pegasus bringing in and bucking lightning from a cloud would likely not do much, but the Ponyville weather team bringing in a full out thunderstorm and bucking in concert with Raiga calling lightning to herself may be enough to charge her up, correct?
Would fighting in a lightning storm significantly extend the clock (so to speak) with all three of the modified Gogirasaurs currently in Equestria, or would only Raiga's ability to control lightning be enough to make a difference in this regard?
Now, i love the bio, and find that i love the monster itself! But everyone, especially you Tarbtano, are forgeting one itsy-bitsy, teeny tiny, little detail....

And do you not recall there was more than one 'Raiga' in the movie? Especially considering female dinosaurs tend to be larger, the second, larger one that showed up likely would have been female then since they were both adults. Also recall that the movie is technically a sequel to another with a kaiju named Reigo. In modern Japanese, Reijo tends to be more masculine word than Raiga. And again, Raiga is more a case similar to Destoroyah. We tend to automatically refer to certain things as male or female based off assumptions.
We call a boat or a plane a 'her', we call a bear a 'he'; etc.
True to this, the folks calling the first Raiga a 'he' were layman whereas most of the military structure simply called the kaiju an 'it'. So some things are left ambiguous.
So when I lifted up some elements from the movie, I decided to play around with it. Much like how my Destroyah ended up female for biological reasons, the Amalgam'verse Raiga also had a gender clarification to the feminine to avoid it being another generic Godzilla clone. Japan 9/10 times doesn't clarify if something is female unless it starts laying eggs. So alongside everything I wanted to take a more realistic look and provide a slightly more balanced ratio.

Out of curiosity, how many of the differences in Raiga's appearance compared to Godzilla are due to the method of her mutation, and how many are due to sexual dimorphisim? Given the fact that the surviving dinosaurs can show extreme difference in size, color, and secondary sexual structures (often intended for attracting mates) it wouldn't surprise me if non-mutated gojirasaurs showed similar differences in appearance. To date, the franchise has only shown a single non-mutated male specimen, so I leave it to you to describe the female of the species in this setting.

I'd say for sure the electrical abilities, red 'pearls' that act as her conductors, and long red claws are likely the result of the augmentation Amaterasu engineered into her. Other small changed would be the tail flukes and having flesh covered back spines more similar to a shark or dolphin's dorsal fins, as oppose to bony ones derived from scutes. However much of Raiga's body color is natural, as is her more aggressive nature. Since the scutes seem to be quite prominent on males, even as infants, I'd gander they are a display trait of some sort; either to indicate gender or health to a potential mate or rival. This could explain why Raiga only has one row of 'spines' where as all the Godzillas have multiple.
Another difference would be that had Junior gotten a power boost that scaled evenly to Raiga's, he'd probably be shorter and leaner than her to some degree. This is due to radiation altered Gojirasaurs having size scaling with how much radiation they've absorbed. Had Raiga not been altered and got the same power boost Junior did, she'd probably be a few meters taller and a few hundred tons heavier; somewhere in the 110 meters tall, 62,000 ton ballpark. It's because Junior has been active longer and absorbed so muc energy over his life that he's caught up to her.
Thus the Gojirasaurus's normal sexual dimorphism, based on information with both known theropods, birds, and crocodilians

It's unique to The Bridge's Amalgam Universe incarnation. Raiga was literally a case of "Kaiju Outta Nowhere" in her/him/it's film (in the movie there were more than one, so I just simplified it) so other than the look, deep sea habits, and abilities I did everything here myself.
