Okay, I think I know what's going on here. Twilight wanted to impress Fluttershy by putting a squirrel constellation in the sky, so she sent a letter which she deemed "URGENT" to Luna. After sending the letter, she talked to Fluttershy about it, telling her about the constellation. However, I think Fluttershy may have actually thought it was a newly dead squirrel(because of the myth that those who die become stars), and starting freaking out. Twilight, realizing her mistake, tries to do damage control by telling Luna to "ABORT OPERATION: SQUIRREL STARS" and not show the constellation. Hopefully allowing Twilight to convince Fluttershy that a squirrel didn't die.
