Doctor Windhorn rubbed his chin with his hoof. "An external outburst causing this... Who was the one who caused it?
"A Unicorn named Raven Inkwell." Quickly adding, "It wasn't intentional and she didn't mean any harm! I actually asked her to try something out and teach me..." Aqua hung her head before Cotton rubbed her back with the wing.
The doctor mumbled to himself, "Raven inkwell... Hm. Don't know her..."
Aqua continued, "Last time or so when I came here, you did that magic scanning trick on my eyes. I wanted to see if I could learn it considering..." Aqua pointed a hoof at her eyes and raised her eyebrows. "Yeah... It didn't work out, as you can see."
The doctor hummed to himself and started sketching on his clipboard.
Cutting through the awkward silence, Aqua spoke, "So... What do you think we should do?"
Doctor Windhorn looked up briefly, "One moment." He then went back to scribbling on his clipboard for another awkward moment.
Aqua turned up towards Cotton and shrugged her withers.
"Ms Aqua, I would like to test your mana capacity."
"Oh, uh... Alright."
"Great. Are you familiar with the devices used to measure your capacity?"
The filly rubbed the back of her neck. "Uh. Barely? I mean I did it once with that Sky lady..." Turning to Cotton, she continued, "You know everyone I've met here has really memorizable names, I gotta say..."
"I'm sorry. Did you say Sky? As in Shimmering Sky? The Principal of Princess Celestia's School for Gifted Unicorns?"
"Uh, yeah? I applied to join the school and she did the examination."
The doctor rubbed his chin. "Hm. Principal Shimmering Sky doesn't examine students individually. I studied there myself and never once met her." Windhorn smiled and put down his clipboard. "She was sort of a living legend. About three ponies in the entire school had met her during my time there. Count yourself lucky, young Aqua..." The doctor's eyes started to fog as he looked off to the side.
"Huh. Weird, but cool..."
Windhorn then shook his head, pulled out a large device, and continued the conversation, "Indeed. As for this machine, I'll give you the instructions again:
Windhorn slowly nodded as he put away the measurer, "I have an idea as to what's happening, but I will need to look into it. Do you think you would be able to come again in a week?"
Cotton looked down at Aqua and stared. Oh, right... Cotton opened her mouth to respond.
Only to be cut off by Aqua, "Uh, I mean I think I'm able to? I'll admit, I don't exactly plan ahead farther than a few days." Aqua faced Cotton. "What about you Cotton; You good?"
"I think I should, yes. I'll be free next Grass Day so this works."
Windhorn continued, "Alright. Same time?" He looked from Cotton to Aqua and back.
Aqua nodded. "Yeah, I'm good with that."
Cotton also nodded. "Mhmm."
With a single clap of his hooves and a sudden smile, Windhorn stood up, nodded, and began to trot out of the hospital room.
Aqua opened her mouth and cocked an eyebrow, "It might just be me, but that was a bit abrupt, wasn't that?"
"Yeah..." Weird...

Well I am sure that in magical a world like mlp everything is suffused by magic to some degree, so I am thinking about her perceiving the world by "seeing" that magic with her mind/horn passively.
It will of course have strengths and weaknesses like Celestia and Luna to a lesser degree being blindingly powerful.
The farther things are than a certain range things get blurry to nothingness, basically she can only see in the radius of a sphere.
If her horn get hurt she will become blind once more, horn pain can make her temporarily blind.
I think unicorns can feel thru their horns if not how do they know that the telekinesis or any spell that is sustained or not work? So basically every unicorn's magic has a unique frequency that is their own like a fingerprint and a horn is very attuned to feeling it and using it, we just need to increase range the horn can feel.
To design a spell like this I need to make research first, anything related to magic that deal with upping one of the senses. Or just the magic of enhancement in a general manner and unicorn horn anatomy books.
Then I will test them in a controlled manner.
After that I will find the commonality between them. Basically the thing they share to "enhance" a sense. (pass if didn't use first method)
Magic is very esoteric because it deals with abstract concepts. I will use the Enhance concept to increase the horn vision of magic giving sight to the blind (unicorns only tho).

If that ability was either a spell or simply something related to one's cutie mark, I think it'd be possible to flashbang that. Like a condensed magic saturation of the air next to the target, or even the detector itself. And with that in mind, if this scanning ability was merely a cutie mark-related ability, the likely hood of this being figured out is slim-to-none. However, if it was a spell most or all unicorns could cast, then it would make sense to see it countered.
I believe this kind of ability is a dangerously strong one. While it matters as to the mechanics of how said scanning works if you were to fight one of two people, one with the ability to see through electrical impulses, versus movement, which would you choose to fight? Both options end with about the same result. This ability is the kind of thing that one does not want to deal with because it's almost one-sided. The reaction to this kind of situation realistically results in a way to fight the ability. Look at all wars. Technology gets made, then used, then used by both sides, and then countered.
However, proposing the idea of a unique ability, one that only one or a select few can have, introduces a strange situation where only the option to fight it arises, and thus, once again one-sided. Then the exact mechanics' importance arises again.
But again, magic is sort of 'wave your hand and something happens' kind of power. It does not exist to our knowledge, so it serves the role of forces we don't understand. To define that is to remove the idea of magic and replace it with something that can be used. For good, or bad. It's always exciting to see those who try to define it.

Some characters like to talk in ways that imply things. You've heard someone refer to a child as young miss or young man, yes? That flattery and conversational differences are what I'm trying to emulate.
Also, when I write, I like the idea of an unreliable narrator. Where the person dictating the events that happened could have not seen some things, could have interpreted something wrong, could have seen something that wasn't there, or, and this one's my favourite, could have simply lied. I am aware this can be semi-frustrating to read and especially to write, but I find it as a step toward a more realistic story. So I try to take that step. Doesn't stop me from tripping and falling down the stairs though lol.

I definitely prefer soft magic to hard magic too but there is undeniably something to love about hard magic, to turn the mystic into science, the unknown into the known, and the ability to learn the skill tangible rather than just fantasy.
Don't agree to this in mlp, twilight was able to learn rarity cutie mark's jewel scanning ability. But I think it would take a pony with a cutie mark related to magic to be able to make it into a spell tho.
The ability is pretty weak in on itself even if at first through seeming OP, sure the unicorn would be able to see 360° degree and that is useful and all but even us as humans sometime can't see something in front of us so splitting one attention 360 gonna be hell, a pony body is supposed to go in the direction the head is pointed at, 360° degree vision would confuse the pony's brain very badly for a long time. Just making a strong magic light can blind the pony as he will not be able to see anything else in that direction. there is also the loss of depth perception
So I amend that the pony should see in 360 but he rather should be able to see a cone with the origin point being the horn and the view being the front. It should follow head or maybe eye movement so as to mimic it best creating a more natural spell.

In regards to Twilight learning that jewel scanning ability, in my opinion, that isn't Rarity's Special thing. Her whole shtick was seeing the value in things. She would be a masterful appraiser of anything she learned about briefly. The jewel-finding spell feels like her ability might be tied to it, but it is merely a spell most could learn. It is also possible that Twilight is just completely busted in terms of power, but I feel like that is a lazy way to explain it, rather than tying everything back to reality.
In terms of the power of the ability, I can easily see it being very close to useless, as you described, but also very strong. Most living things are perfectly capable of seeing almost the entire 360° of vision. Most herbivores can see almost behind them, being roughly 350°. Hell, chameleons can see 360°. Now being able to see 360° up/down and left/right might be a bit too taxing for the mind. If the spell or ability has some information-processing part to it, it could be feasible, but that would be the hardest to configure and make with the spell. Maybe some form of meth-akin drug? Where the spell heightens senses, thought speed and reaction time... Maybe. With the ability's strength, it's very much up to the personal ability of the user, as well as their situation. If you can only see roughly 20 meters around you, It's not going to be of much use in current earth wars. But in a medieval setting, where most attackers are within those 20 meters, it'd become pretty impossible to be caught off guard.
If one were to make the spell or tie one into the ability, one could try to modify it to make the ability work with a sort of laser-akin detection system. This could allow the user to retain a depth perception but bounce a laser and wait for how long it takes for a small amount of that light to be refracted. Just as the way sonar works. Or you could simply use some sort of spell that resonates with a spell no living thing can hear, but could be detected with magic.
I really love these kinds of discussions. Maybe I could start to write something akin to these in my story...

You might be right about rarity's talent being seeing the precious rather than just finding gems. But I will make a stand and definitely say that rarity's detection spell come from her cutie mark, It's her whole backstory of how she discovered her cutie mark and a filly wouldn't know such complicated spell on her own. Plus Twilight herself says that she learned it from Rarity in the episode where Rarity gets napped by diamond dogs.
Don't be afraid to think that twilight might be busted tho because she is and she will become even more as she grows, Starswirl created a mirror to a parallel universe and that's him old and powerful, Twilight even as young adult unicorn is able to move a minor ursa, get a water tank, open it and empty it, manipulate it in a subtle manner to get milk out of cows and then feed it to said ursa, all the while she is holding him mid air. If this isn't busted I don't know what is, nothing to be said now that she is a full grown alicorn.
Vision is always a weird part of biology because we don't see with our eyes but with our brains so it's complicated to know if the mind will adapt or if the animals have a different brain structure that allows that kind of vision not to talk about the eyes themself, they also could only be seeing a narrower field of vision normally but the global FOV is bigger, Like for example Owls do have 360°degree vision but only by turning the head. At this point I will just put it as I don't really know, because like you said some animals have the ability to see wide degrees naturally. so I am putting it on meh everything is possible and nature is weird.
I do too but sometimes it devolve into "I need to win" rather than an enjoyable discussion/debate and hey, if you put it into a story I propose that this type of writing be called "Speculative speculative fiction". I have a hobby of writing in depth magic systems of multiple pages with it's own science and techno-magic only to erase it all after feeling silly so I don't mind reading this kind of things for inspirations, would be a better read than the dry academic documents that I read just for fun.

I'll be honest, I haven't watched the show in far too long. I think I stopped somewhere after the beginning of Season 4 or so. I suppose I misremembered that interaction between the two. With that in mind, then if it's not something directly biological or metaphysically unique to the character, then it likely could be replicated, or even if magic is used enough, they could DIY an emulation of some kind. Might not be as effective, but it could resemble the original.
Twilight is 100% overpowered though. The main character in a children's show. It would be weird not to have her be as powerful as she is, especially considering how much she has to do. I don't think It's particularly impossible to get to that level of power in their world, but I don't think she has gone through enough to actually have earned that power. Though the 'genetic lottery' also exists so :/.
It's also entirely possible that some insects have some absurd ability to see everywhere, perfectly. Their generations are tiny in comparison, so their evolutionary cycle is much, much faster than ours, making them more specific and powerful adaptions.
I understand that feeling. It's part of the human condition, I suppose. To want to win, to persevere. I don't often discuss things. Either it's not worth doing in the moment, or simply strains a relationship, I suppose. I think I like doing it, but it rarely stays formal or fun in real life... Online though, especially in a place like this, I very likely could start to enjoy it. Though, you should save those written magic systems. Even if it isn't about magical systems. You could one day combine them and sell them as a book, or a fictional encyclopedia of systems.
