I doubt Celestia is just an Ancestor expy. After all you don't become a respected beloved ruler like the former by commiting atrocities for the evulz like the later. Being influenced/consumed by the Heart little by little is more believable. And draws a parallel between Celly and Blueblood.

If Celestia were an Expy, she wouldn’t have a copy that is Blueblood’s leg. Just remember, little by little may have happened a thousand years ago. And history is written by the victor. Evil for lulz, spread out as single incidents once every century or so, or even just all done a long time ago, can be hard for the populace to notice. The ancestor was caught and the people turned on him because what he did was compressed into one lifetime. A millennia allows one to take their time in doing the bad things, or to wait for memories to fade and become fuzzy enough that the blame is shifted to others.
