Uh... because the author wields the power of foreshadowing with all the subtlety of a drunken bull trying to tip toe through a china shop.
All joking aside, this is pretty interesting so far. It manages to avoid some of the worst pitfalls that seem to plague HiEs, and the ones it doesn't it at least falls into wholeheartedly. The attempted at foreshadowing at the end of this chapter was really the only awkward thing in the story that stands out, and even that only stands out because it feels very rushed. All and all, an above average attempt, so far.

6843655 I live in San Bernardino, and let me tell you - when it gets stormy over here, Santa Ana's winds come over hard. Before the drought hit, and even now that the drought is, at the very least, not as intense as it was before, we'd get some major floods on the streets. Some communities even had to be evacuated at times because of stuff like mudslides. I dunno where you live, but even by the desert there can be some intense storms, especially in regards to lightning and thunder. The biggest hazards will always be the wind, though. It's been the cause of quite a few blackouts over the years...the region rapidly being industrialized/suburbanized doesn't help matters, either.
