The beauty of this contest is that you can write in the character voice of the secret agent (whomever you pick). There is no rule that says Nightmare actually finds the truth, only that he / she is (presumably/arguably) attempting to do so.

Anyway, I did actually give y'all my guess as to the answer there. I'm even fairly confident my guess is right (or I will be, until horizon tells me otherwise in a couple days). I don't know if anybody's likely to be able to break the cypher, though. (And if anybody does, they probably need to have better things to do with their free time.)
